Dr Ahmed Djoghlaf |
An Algerian national, Dr Djoghlaf has pursued a distinguished diplomatic career that has included postings with the government of Algeria and UNEP.
He assumed the position of Executive Secretary of the Convention on Biological Diversity (CBD) on January 3, 2006. He was named to his previous position as Assistant Executive Director of UNEP in June 2003, following his success as Director and Coordinator of UNEP's Division of the Global Environment Facility (GEF), where he played a key role for some seven years and successfully raised UNEP’S profile. During his tenure at the GEF, the portfolio grew from 6 projects worth US$ 28 million to 600 projects worth more than US $1 billion implemented in 155 countries.
Throughout his impressive career, Dr Djoghlaf has increased his extensive knowledge of global environment processes within the UN system and within the CBD process. Notably, he was the General Rapporteur of the Preparatory Committee of the UN Conference on Environment and Development (UNCED), better known as the “Rio Summit”. He was Vice Chairman of the Eleventh Session of the Intergovernmental Committee on Science and Technology for Development and Vice President of the Negotiating Committee on the Framework Convention on Climate Change as well as Chair of one of the two negotiating committees of the Convention to Combat Desertification.
His numerous positions at the CBD included Acting Principal Officer on intergovernmental issues and cooperative arrangements at the Secretariat, during which time he was in charge of meetings including the First and Second Conferences of the Parties. In 1994, in his capacity as Special Adviser to the Executive Secretary of CBD, he was responsible for the preparations for the First Conference of the Parties held in Nassau, Bahamas, in December of that year. Prior to joining the United Nations, Dr Djoghlaf held a variety of important posts in the Algerian Ministry of Foreign Affairs. He was advisor on environmental issues to the Prime Minister of Algeria and, prior to that, to three Ministers of Foreign Affairs of Algeria.
He holds a Ph.D. from the University of Nancy, France, as well as four other post graduate degrees including Master of Arts, Government and Politics from St. John’s University, New York and a Law degree from the University of Algiers.
Dr Djoghlaf, who holds the rank of Minister Plenipotentiary of the Ministry of Foreign Affairs and Assistant Secretary General of the United Nations, is married and has two children. He and his family now reside in Montreal.

Mr Babatunde Raji Fashola |
Fashola is the youngest Governor of Lagos State in the History of Nigeria and a lawyer by profession. He is also the first Senior Advocate of Nigeria (equivalent to Queens Counsel QC) to be elected as Governor of a State in Nigeria. He served as Managing Partner and Lead Counsel at legal firm K.O. Tinubu & Company until he was appointed Chief of Staff in 2002 to his predecessor, Bola Ahmed Tinubu. He was elected Governor of Lagos State for a 4 year term on 29th May 2007.
Fashola's vision is to transform Lagos with a population of over 18 million and a geographical area of 3,577 Sq.Km into "Africa's Model Megacity".
He is a recipient of the 2009 Governor of the Decade for Peace Award by the Yitzhak Rabin Centre for African Development; The 2009 African Business - Good Governance Award by IC Publications and the Commonwealth Business Council; The 2010 Award of Excellence In Leadership by the Martin Luther King, Jnr Foundation.

Mr Bruno Berthon |
Based in Paris, Mr Berthon’s expertise lies in helping multinational clients evaluate business opportunities and challenges related to climate change and sustainability across industrial sectors and in public service and to support them on their journey from ‘Issues to Solutions’. He leads a practice of 1,500 consultants across the globe supported by a central expert core team and has authored numerous articles and blogs about the Sustainability Imperative. He has been working for the past 15 years with the top management of multinationals across several industries, including consumer goods, retail, telecommunications and media, on their transformation agendas, helping large organizations to address the challenges of globalization, large-scale operating model change, innovation and sustainability-led transformation. He was previously Growth & Strategy Managing Director for Accenture Management Consulting and in that position was also in charge of shaping and leading the launch of Accenture sustainability practice globally. He was previously Accenture’s strategy Practice Lead for the Gallia region (Belgium, France, Luxembourg and the Netherlands) and also led Accenture’s Business Launch Center focusing on Internet-related activities. Mr Berthon started his career as a Development and Marketing VP for the packaging business unit of the French multinational Pechiney.

Mr Daniel Biau |
Mr Daniel Biau graduated in 1974 from Ecole Nationale des Ponts et Chaussées in Paris as a civil engineer specialised in urban planning. He also holds a PhD. in sociology from Sorbonne University. He has worked for the United Nations since 1988 as an expert in housing and urban development policy. In this capacity, he has provided advice to more than 60 countries in all regions of the world and written many articles on urban issues

Dr Dieter Salomon |
Dr. Dieter Salomon was born on 9 August, 1960 in Melbourne/Australia. He grew up in the German Allgaeu, where he moved at the age of four. From 1981 to 1986 he studied political science, public finance, economic policy, and French literature in Freiburg, graduating with a Magister Artium (M.A.). In 1991, he received a Dr. phil. (PhD) in political science from the University of Freiburg.
Between 1990 and 2000 Dr. Salomon was a member of Freiburg’s city council for the parliamentary group Bündnis 90/Die Grünen. In 1992 he was elected Member of the State Parliament of Baden-Württemberg. As of 2000 he headed the parliamentary group Die Grünen in the state parliament and subsequently resigned from Freiburg’s city council.
On 5 May, 2002, Dr. Salomon was elected Oberbürgermeister (Lord Mayor) of Freiburg; his term began on 1 July, 2002. Since 2003 he has been a member of the executive committee of the German Association of Cities and Towns, and a member of the World Executive Committee ICLEI (International Council of Local Environmental Initiatives – Local Governments for Sustainability) since 2006. On 25 April, 2010, Freiburg’s citizenry re-elected Dr. Dieter Salomon for a second eight-year term in office as Lord Mayor.
Dr. Dieter Salomon is married and has one daughter.
Dieter Salomon defines sustainability as his most important political objective: he advocates effective climate protection, sound public finances, and the expansion of schools and education. Under his lead, the city administration has been reformed and now operates more cost-effectively, saving approx. 40 million euro per year compared to 2003. The city debt has been reduced by 50 million euro. Freiburg invests approx. 60 million euro in municipal projects each year, half of which is designated for schools and child care. The capacity of day schools is continuously expanded. Other important core areas of his urban policy include the construction of new housing, power economy, and the extension of childcare facilities for children under age three.

Mr Finn Petrén |
Finn Petrén has a M.A. in sociology and philosophy from the University of Stockholm 1971. For almost three decades, 1977-2004, he worked for the Nordic Council of Ministers, the governmental cooperation between Denmark, Finland, Iceland, Norway and Sweden. He was the Managing Director of the Nordic Cooperation on Disability 1980-2004 and Secretary General for the Nordic Council on Disability Policy 1997-2004. He started and developed both these and other Nordic bodies such as the Nordic Staff Training Centre for Deafblind Services, the Nordic Forum for Telecommunication and Disability and the Nordic Development Centre for Assistive Technology.
On the European level he has been a member of several expert groups under the European Commission 1985-2004, including the European Experts Group on Accessibility in 2004. He is also a founder member of the ECA network (European Concept for Accessibility). On the international level he had a major role in the work leading up to the UN Standard Rules on the Equalization of Opportunities for Persons with Disabilities, 1993.
He became a member of the EIDD Design for All Europe Board of Directors in 2001, Vice-President in 2003 and President in 2007. He is also a founder member of the Swedish member organisation EIDD Sweden, Vice-President since its start in 1996 and President since 2004. www.designforalleurope.org.
Finn Petrén is since 2005 running his own consultancy Form&Funktion working as a consultant and lecturer on sustainable planning, architecture and design.

Mr Herbert Dreiseitl |
An internationally renowned, sculptor, artist, and interdisciplinary planner, with 30 years of experience, Herbert is founder of Atelier Dreiseitl. Inspired by water, Herbert seeks to awaken a new understanding of sustainability, using public art intrinsically within overall landscape planning solutions, bringing universal themes of ecology and well-being to light. He has realised ground-breaking contemporary designs in the fields of urban hydrology, water design, stormwater management, urban planning, and landscape architecture. He is active in lecturing worldwide and his work is widely published. He is also the author of several books, such as Recent Waterscapes – Planning, Building and Designing with Water.

Mr Jeff Cooper |
Jeff Cooper obtained his Master’s degree in Resource Management from the London School of Economics in 1972 and a Diploma in Hazardous Waste Management from the University of Loughborough in 1990. He is currently developing renewable energy projects using waste and also providing training and education programmes on waste management and environmental legislation. He is a regular contributor to several specialist environmental publications, such as Croner’s Environment Magazine, letsrecycle.com and Wastes Management.
After lecturing in Economic Geography and Resource Science at Kingston University from 1982 Jeff Cooper worked in Greater London to establish recycling initiatives throughout the capital. In 1996 he joined the Environment Agency for England and Wales and until 2009 he was Policy Manager for waste management in the Environment Agency specialising in the development and implementation of producer responsibility regulations for packaging, WEEE, vehicles and batteries.
Jeff Cooper was the chairman of ISWA’s Recycling and Waste Minimisation Working Group until 2000 and chaired the Scientific and Technical Committee from 2000 to 2008. He is now ISWA’s Vice President and will become President in 2010. He was President of the British Chartered Institution of Wastes Management in 2008.

Mr Jim Clifton |
Jim Clifton is best known in the polling and survey research field for leading the acquisition of The Gallup Organization in 1988, at which time he became CEO of the organization founded by the renowned polling pioneer, Dr. George H. Gallup.
Under Clifton’s leadership, Gallup has enjoyed a tenfold increase in its billing volume and has expanded from a predominantly U.S.-based company to a global organization with more than 40 offices in 20 of the world’s largest nations. Gallup is one of the world’s most influential institutions and providers of public opinion polling and management consulting.
Clifton is best known in the business world as the creator of The Gallup Path. This metric-based economic model establishes the linkages among human nature in the workplace, customer engagement, and business outcomes. The Gallup Path is integral to the performance management systems in more than 500 companies worldwide and forms the basis of most of Gallup’s total revenues.
Few people care as much as Jim Clifton does about what the world is thinking. His most recent innovation, the Gallup World Poll, is designed to tell the 10 million people who lead, govern, and manage the world what the world’s 6 billion citizens are thinking. Clifton has pledged to continually collect people’s opinions for 100 years in more than 100 countries to determine the general well-being or “soul” of a country, city, or culture. Questions in this ground-breaking project delve into individual and social needs, including food and shelter, safety and security, mental and physical health, education, jobs, economics and finances, transportation, water and air quality, hope and futurism, leadership approval, religion, and war and peace. He concludes that cities are the power sources for job and GDP growth, not countries.
Clifton serves as Chairman of the Thurgood Marshall College Fund. He has received honorary degrees from a number of institutions, including a Doctor of Commerce degree from Bellevue University in Nebraska and Doctor of Humane Letters degrees from Medgar Evers College in New York and Jackson State University in Mississippi.
Clifton and his wife, Susan, live in Washington, D.C. They have three children, Nicole, Jonathan, and Jackie.

Mr Juan José de Gracia Gonzalo |
He has a Degree in Agricultural Engineering, specialized in Agrarian Economy by the Polytechnic University of Madrid.
In 1996 he begins his professional career in the private sector as Director of TRS SA –Madrid; a company specialized in European Funds and initiatives management for Public Administrations.
In 1997 he starts his career in the public sector, specifically in Madrid Regional Government as Manager of the Technologic Institute for Agricultural Development until 1999; when he is appointed as General Director for Food and Consumption; becoming later General Director of Agriculture of Madrid Regional Government from 2001 to 2003.
In May of 2003 he changes from Regional to Municipal Administration; as he is appointed General Director for Trade and Consumption in Madrid City Council ; and later on, Economy General Coordinator in the Economy and Citizen Participation Council Government Area.
In 2004 he joins the Urban Planning, Housing and Infrastructure Area, where he is still nowadays; currently he is the General Coordinator for Housing as well as CEO/managing Director of the City of Madrid Municipal Housing and Land Authority

Mr Joel Kotkin |
An internationally-recognized authority on global, economic, political and social trends, Joel Kotkin is the author of a new book, THE NEXT HUNDRED MILLION: America in 2050, just published by the Penguin Press. The book explores how the nation will evolve in the next four decades.
His previous, critically acclaimed book, THE CITY: A GLOBAL HISTORY, was published in 2006 by Random House/Modern Library, with editions published in China, Spain, UK and the British Commonwealth, Japan and Korea.
Mr Kotkin is Distinguished Presidential Fellow in Urban Futures at Chapman University in Orange, California and an Adjunct Fellow with the Legatum Institute based in London, United Kingdom. A highly respected speaker and futurist, he consults for many leading economic development organizations, private companies, regions and cities. Joel is also a Senior Fellow with the Center for an Urban Future in New York City; and a Senior Consultant with the Praxis Strategy Group in Fargo, North Dakota.
For over three decades Mr. Kotkin has been one of the nation’s most prolific and widely published journalist. He currently writes the weekly “New Geographer” column for Forbes.com. He previously wrote the monthly "Grass Roots Business" column in The New York Times' Sunday Business section for several years. He served as West Coast Editor for Inc. Magazine for five years and continues to contribute to the publication. His work also appears in The Wall Street Journal, Newsweek, The Washington Post, The American and on Politico.com.
Joel has also worked extensively in television, including on documentaries for both German television and Los Angeles public television. He served as Business Trends Analyst for KTTV/Fox Television in Los Angeles, where, in 1994, he won the Golden Mike Award for Best Business Reporting on the changing dynamics of the entertainment industry.
Kotkin is also the author of THE NEW GEOGRAPHY, How the Digital Revolution is Reshaping the American Landscape (Random House, 2000); and TRIBES: How Race, Religion and Identity Determine Success In the New Global Economy, (Random House, 1993) which traces the connection between ethnicity and business success — how in-group loyalties are becoming the driving force in the new global economy.
TRIBES has been published in Chinese, Japanese, Arabic and German. He co-authored THE THIRD CENTURY — America’s Resurgence in the Asian Era, (Crown, 1988). This title was translated into Japanese and Chinese, with a special English edition published for the Pacific Rim. His first book, CALIFORNIA, INC. (Crown, 1982) dealt with California’s links to the emergent powers of the Pacific Rim. Kotkin's novel, THE VALLEY, was published in 1983 by Bantam Books.
Over the past decade, Mr. Kotkin has completed studies focusing on several major cities, including New York; St. Louis ; Phoenix; Laval, Quebec’s second largest city; Los Angeles and Houston . In association with the Planning Center and the La Jolla Institute, in 2006 he completed a year-long study on the future of suburban development. His most recent published studies have focused on the economic revitalization for Salinas, California; the future of New York ’s middle class; and an economic vision for the City of Ontario, California.
He is currently finishing a major study for the La Jolla Institute on the Four Corners region of Southern California and an international study on urban upward mobility for the Legatum Institute. The report, due out this winter, will focus on developments in London, Mumbai and Mexico City .
Mr. Kotkin lectures widely in the United States, UK , Asia, Australia and Europe and is sought after as a speaker by major business and financial organizations.
Mr. Kotkin attended the University of California, Berkeley. A native New Yorker, he has lived in California since 1971. Mr. Kotkin lives in the Valley Village area of Los Angeles with his wife, Mandy Shamis, and two daughters.

Professor Joshua (Jim) Swithenbank |
Professor Swithenbank is Fellow of the Royal Academy of Engineering, Fellow and Past President of the Institute of Energy, Fellow of the Institution of Chemical Engineers, Hon Fellow of the Institute of Waste Management, Emeritus Professor of Chemical and Process Engineering at the University of Sheffield, UK, and visiting Professor at the University of Leeds. He also acts as advisor to a number of Government Panels and various international committees
Professor Swithenbank’s first degree was Nuclear Physics at Birmingham University. He then worked for Rolls-Royce and later Mechanical Engineering at McGill University, Canada. He is currently Chairman of the SUWIC Energy and Environment Research Centre at Sheffield University. He has expertise in: City-wide Combined Heat and Power, Waste Management and Recycling, Energy from Waste, Pollution Monitoring and Control, Organic and Inorganic Emissions (e.g. Dioxins and Heavy Metals), Combustion, Energy from Biomass, Power Generation Systems, Reacting Fluid Flow, Gasification, Energy Recovery Systems, Diagnostic Instrument Invention, Ash Detoxification, Solid Propellant Rocket Technology and Hypersonic Air Breathing Engines.
He is author of more than 450 papers published in scientific journals, and over 20 patents. He is internationally pre-eminent as co-inventor of the Malvern laser diffraction particle/droplet sizing instrument that twice won the Queen’s Award for Export. He is co-author of the FLUENT Computational Fluid Dynamic code that led to his International Award of the Finnish Ahlstrom Prize, plus several other International Awards. (The development of computational fluid dynamics, where FLUENT is the world market leader, is arguably one of the most significant developments in modern engineering). In recognition of the success of his activities in Combined Heat and Power, Sheffield University was presented with the prestigious Queen's Award for Environmental Outreach.

Mr Jonathan Mills |
Jonathan Mills took up the post of Festival Director and Chief Executive of the Edinburgh International Festival in October 2006.
Until recently he was the Vice-Chancellor’s (Professorial) Fellow at the University of Melbourne, Director of the Alfred Deakin Lectures and an Artistic Advisor to the new Melbourne Recital Centre & Elisabeth Murdoch Hall, which is scheduled to open in 2009.
One of Australia’s most experienced festival directors his previous posts have included Artistic Director of the Melbourne International Arts Festival, the Melbourne Federation Festival, the Melbourne Millennium Eve celebrations and the Brisbane Biennial International Music Festival.
As a composer he is regularly commissioned in Australia and increasingly in Europe and the UK. His composition Sandakan Threnody for solo tenor, choir and orchestra won the Prix Italia in 2005.
He graduated in music from the University of Sydney where he specialised in composition with Peter Sculthorpe. In addition to his work as a composer Jonathan Mills holds a Masters in Architecture specialising in Acoustic Design.

Mr Kamal Nath |
Kamal Nath has been India’s Minister for Road Transport and Highways since May 2009. Acknowledging the significant role that National Highway development can play in promoting all inclusive socio-economic growth, Mr. Kamal Nath has sent a quantum jump target of developing 7000 kms of National Highways every year.
As Commerce and Industry Minister from 2004-2009, Mr. Nath enunciated India’s first comprehensive foreign trade policy in 2004, laying out a coherent roadmap with a twin focus on exports as well as employment. He was successful in tripling India’s foreign trade within this period, and engineering a seven-fold increase in Foreign Direct Investment inflows to India. Mr. Nath also played a key role in the World Trade Organisation negotiations, where he was closely involved in the development of the G-20 and G-33 Alliances and the Non Agricultural Market Access (NAMA-11) group.
Mr. Kamal Nath joined the Indian National Congress Party in 1968 and was elected to Parliament from the Chhindwara constituency for the first time in 1980. He has won Parliamentary elections from the same constituency eight times.
Mr. Kamal Nath was first inducted into the Union Council of Ministers in 1991. During his four year tenure as Minister of Environment & Forests of India Mr. Nath made a remarkable contribution to the enunciation and development of the National Policy on Ecological Conservation and the Abatement of Pollution. At the Earth Summit in Rio in 1992, Mr. Kamal Nath emerged as one of the chief spokesmen for developing countries, and contributed significantly to the contours of the Climate Change Convention, the Biodiversity Conservation Convention and the Forestry Agreement. From 1995 to 1996, he was Textiles Minister of India.
Mr. Nath was educated at the prestigious Doon School, and subsequently obtained his Bachelor’s Degree in Commerce from St. Xavier’s College, Calcutta. In 2006, Jabalpur’s Rani Durgavati University conferred on him an Honorary Doctorate in recognition of his remarkable contribution to public life.

Dr Noeleen Heyzer |
Noeleen Heyzer (Singapore) is the ninth Executive Secretary of the Economic and Social Commission for Asia and the Pacific (ESCAP). Appointed by the United Nations Secretary-General in August 2007, she leads the organization at the level of Under-Secretary-General. Dr Heyzer is the first woman to occupy this position since its founding in 1947. As the Executive Secretary, she is responsible for all the activities of ESCAP and its administration, including ensuring that the regional commission plays a major role in the development of the region. She also chairs the Regional Co-ordination Mechanism that brings 27 United Nations entities to deliver as one at the regional and sub-regional levels.
Since taking office, Dr Heyzer has positioned ESCAP, the regional arm of the United Nations, as a powerful comprehensive platform for promoting regional co-operation among member states to achieve inclusive and sustainable development in Asia and the Pacific. In this regard, she has promoted regional connectivity to enhance trade, transport and ICT networks, energy security, social protection, and financial cooperation. She has improved the engagement of countries with special needs and worked with senior decision makers re-directing policies, institutions and resources to help close the development gap of least developed countries and small island developing states.
In response to the multiple crises facing the region, Dr Heyzer has worked with heads of state and senior ministers to establish regional co-operation mechanisms that address the food-fuel-finance crises and climate change. She has championed the development of social policies and social protection measures as well as green growth, disaster preparedness and resilience as integral to the recovery efforts from the current economic crisis and to addressing climate change. The Executive Secretary has also been able to convene Myanmar's leaders to discuss difficult development concerns together with diverse local and international partners and experts like Nobel Prize economist Professor Joseph Stiglitz.
Prior to her appointment to ESCAP, Dr Heyzer was the first Executive Director from the South to head the United Nations Development Fund for Women (UNIFEM). She played a critical role in the Security Council’s adoption and implementation of the landmark Resolution 1325 (2000) on Women, Peace and Security - undertaking extensive missions to conflict-affected countries worldwide and transforming the peace and security work of the United Nations. Dr Heyzer was responsible for the establishment of the United Nations Trust Fund to End Violence Against Women, for organizing the first global interactive conference on the issue in the General Assembly, and for appointing Actress Nicole Kidman as UNIFEM’s Goodwill Ambassador to campaign against this violence
Dr Heyzer has received several awards for leadership, including the Dag Hammarskjöld Medal (2004) given to “a person who has promoted, in action and spirit, the values that inspired Dag Hammarskjöld as Secretary-General of the United Nations and generally in his life: compassion, humanism and commitment to international solidarity and cooperation”, Uppsala, Sweden. In recognition of her contribution to women, peace and justice, Dr Heyzer was among the nominees for the Nobel Peace Prize in 2005. She has a Bachelor of Arts and a Master of Science from the University of Singapore. Dr Heyzer obtained a Doctorate in social sciences from Cambridge University in the United Kingdom.

Mr Peter Schwartz |
Peter Schwartz is cofounder and chairman of Global Business Network, a Monitor Group company, and a partner of the Monitor Group, a family of professional services firms devoted to enhancing client competitiveness. An internationally renowned futurist and business strategist, Peter specializes in scenario planning, working with corporations, governments, and institutions to create alternative perspectives of the future and develop robust strategies for a changing and uncertain world. His current research and scenario work is particularly focused on climate change and national security issues, and also encompasses energy resources and the environment, technology, telecommunications and aerospace.
Peter is a member of the Council on Foreign Relations, the World Economic Forum Global Agenda Council, the World Affairs Council and, in Singapore, the Research, Innovation and Enterprise Council. He also sits on the boards of The Long Now Foundation, The Center for New American Security, and the Center for Strategic Studies.
From 1982 to 1986, Peter headed scenario planning for the Royal Dutch/Shell Group of Companies in London. His team conducted comprehensive analyses of the global business and political environment and worked with senior management to create successful strategies. Before joining Royal Dutch/Shell, Peter directed the Strategic Environment Center at SRI International. The Center researched the business milieu, lifestyles, and consumer values, and conducted scenario planning for corporate and government clients.
Peter is the author of Inevitable Surprises (Gotham, 2003), a provocative look at the dynamic forces at play in the world today and their implications for business and society. His first book, The Art of the Long View (Doubleday Currency, 1991; audio tape, 1995; paperback, 1996), is considered a seminal publication on scenario planning and has been translated into multiple languages. He is also the co-author of The Long Boom (Perseus, 1999), a vision for the world characterized by global openness, prosperity, and discovery; When Good Companies Do Bad Things (Wiley, 1999), an examination of, and argument for, corporate social responsibility; and China's Futures (Jossey-Bass, 2001), which describes very different scenarios for China and their international implications. He publishes and lectures widely and served as a script consultant on the films "The Minority Report," "Deep Impact," "Sneakers," and "War Games." Peter received a B.S. in aeronautical engineering and astronautics from Rensselaer Polytechnic Institute.

Mr Richard M. Rosan |
Richard M. Rosan is the President of the Urban Land Institute (ULI) Foundation, which is the philanthropic arm of the Urban Land Institute. ULI is a global nonprofit education and research institute supported by nearly 33,000 members representing all aspects of land use and development disciplines. Its mission is to provide leadership in the responsible use of land and in sustaining and creating thriving communities worldwide.
The ULI Foundation, which has a corpus of more than $40 million, supports many of the Institute’s general research and education activities, as well as local programs offered through ULI’s District Council network. In addition, the Foundation provides endowments for specific activities, including those related to workforce housing, infrastructure, sustainability, and public leadership in land use.
Mr. Rosan recently transitioned full-time into the role of ULI Foundation President after stepping aside as Chief Executive Officer of ULI Worldwide. For more than 17 years, he served simultaneously as ULI’s top executive and as the ULI Foundation President. Under Mr. Rosan’s leadership, ULI experienced a fourfold increase in membership, expanded its global outreach into Europe and Asia, and secured many new funding sources. Mr. Rosan broadened ULI’s intellectual content through the creation of the ULI Senior Resident Fellows program and the funded Centers, which are supported through endowments from the ULI Foundation.
Mr. Rosan is an architect and a Fellow of the American Institute of Architects. Prior to his service at ULI, he spent 22 years in New York City in several capacities, including 12 years with the City of New York, concluding with his service as the city’s Economic Development Director.
Mr. Rosan served for six years as President of the Real Estate Board of New York, and he spent five years in the private development business.

Dr Robert W. Schumacher |
Robert W. Schumacher is responsible for Advanced Product and Business Development in automotive electronics at Delphi. He has 30 years of experience in product R&D and international business management in automotive and aerospace electronics at Delphi and the former Hughes Aircraft Company. Dr Schumacher earned Bachelors, Masters, and PhD degrees in Physics (nuclear fusion energy) at UCLA. From 1977 to 1982 he developed and operated the Dodecapole Surmac experiment at UCLA under a research contract from the U.S. Department of Energy. In 1982, Schumacher joined Hughes Research Laboratories (HRL) in Malibu, California, where he invented and developed a family of high power switching and microwave devices for commercial and military applications. In 1991, Dr Schumacher was assigned responsibility for the HRL Automotive R&D programmes, developing and transferring Hughes unique aerospace technologies to General Motors for new automotive products and manufacturing processes. In 1993, he was promoted to Director and founded the Delco Electronics Automotive Electronics Development group (AED) at Hughes.
In 1995, Dr Schumacher moved to Kokomo, Indiana and organised the Delco Electronics Advanced Technology Center. In 1997 he was appointed Director of Advanced Engineering, and in 1998 he founded the Mobile MultiMedia (MMM) Business Line at Delphi. Under his direction, the MMM Business Line developed a broad portfolio of Telematics, Navigation, and Rear Seat Entertainment System products. In 2001, Schumacher was named Integrated Media Systems Business Line Executive. Finally, in 2005 he was appointed to his current position directing advanced product and business development for new “Green, Safe, and Connected” automotive electronics systems. Dr Schumacher holds 13 patents and has more than 40 publications in the areas of plasma science and automotive business and technology. He is on the board of directors of ONDAS Media, a satellite radio start up company in Spain, and Mecel AB, a systems and software company in Sweden. He is also a member of the advisory board of the Richard Lugar Center for Renewable Energy in Indianapolis.

Professor Dr Steffen Lehmann |
Professor Steffen Lehmann, PhD, is an architect, urban designer, curator and educator. He holds the UNESCO Chair in Sustainable Urban Development for Asia and the Pacific; he is the Director of the Zero Waste Research Centre at the University of South Australia (UniSA) in Adelaide. He is also Chair and Professor in the School of Architecture and Built Environment, at the University of Newcastle (NSW). He is Founding Director of the s_Lab Space Laboratory for Architectural Research and Design (Berlin-Sydney). Steffen founded s_Lab in 1993 to combine practice with research in pursuit of a more sustainable design ethic.
In 2009, he was a Visiting Professor in the School of Design and Environment, at the National University of Singapore, and DAAD-Visiting Professor at the Technical University of Munich.
Professor Lehmann has been involved in sustainable design scholarly research, teaching and consultancy on sustainable cities since the late 1980s. For over a decade, Steffen ran his own ideas-driven architectural practice in Berlin, where he was instrumental in the design of Berlin's new city centre.
Steffen has lectured in 25 countries, in over 100 different cities, and his writings have been translated into several languages. In December 2009 he addressed the UN Climate Summit in Copenhagen. Steffen is well-known throughout academia, government, business and the not-for-profit sector. A registered architect in Germany, he holds degrees in architecture from the Architectural Association School in London, as well as a Master from the University of Applied Sciences Mainz, and a doctorate degree in architecture from the Faculty of Architecture at the Technical University of Berlin. Today, he is supervising PhD research in the field of eco-city and green urbanism.
As UNESCO Chair, Steffen advocates for world-class quality design and sustainable built outcomes, and provides strategic and independent advice to governments and municipalities worldwide, on matters relating to urban design, architecture and international best practice. His new book is entitled ‘The Principles of Green Urbanism’ (2010).

Ms Saskia Sassen |
Saskia Sassen is the Robert S. Lynd Professor of Sociology and Member, The Committee on Global Thought, Columbia University (www.saskiasassen.com). Her new books are Territory, Authority, Rights: From Medieval to Global Assemblages ( Princeton University Press 2008) and A Sociology of Globalization (W.W.Norton 2007). Other recent books are the 3rd. fully updated Cities in a World Economy (Sage 2006), the edited Deciphering the Global (Routledge 2007), and the co-edited Digital Formations: New Architectures for Global Order (Princeton University Press 2005). She has just completed for UNESCO a five-year project on sustainable human settlement with a network of researchers and activists in over 30 countries; it is published as one of the volumes of the Encyclopedia of Life Support Systems (Oxford, UK: EOLSS Publishers) [http://www.eolss.net ]. The Global City came out in a new fully updated edition in 2001. Her books are translated into twentyone languages. Sassen's work:
Saskia Sassen’s research and writing focuses on globalization (including social, economic and political dimensions), immigration, global cities (including cities and terrorism), the new networked technologies, and changes within the liberal state that result from current transnational conditions. In her research she has focused on the unexpected and the counterintuitive as a way to cut through established “truths.” Her three major books have each sought to demolish a key established “truth.” Thus in her first book, The Mobility of Labor and Capital (Cambridge University Press 1988), she showed how foreign investment in less developed countries can actually raise the likelihood of emigration; this went against established notions that such investment would retain potential emigrants. In her second book The Global City (Princeton University Press 1991; 2nd ed 2002) she showed how the global economy far from being placeless, has and needs very specific territorial insertions, and that this need is sharpest in the case of highly globalized and electronic sectors such as finance; this went against established notions at the time that the global economy transcended territory and its associated regulatory umbrellas. In her most recent book, Territory, Authority, Rights: From Medieval to Global Assemblages ( Princeton University Press 2006), she shows that the foundational transformations afoot today take place largely inside core and thick national environments; this allows her to explain that some of the changes inside liberal states, most evident in the USA but also increasingly in other countries, are not distortions or anomalies, but are the result of these foundational transformations inside the state apparatus. She shows how this foundational transformation hence consists not only of globalizing dynamics but also of denationalizing dynamics: we are seeing the formation of multiple often highly specialized assemblages of bits of territory, authority and rights that were once ensconced in national framings. Today these assemblages traverse global and national settings, thereby denationalizing what was historically constructed as national.

Mr Simon Tay |
Simon SC Tay LL.B Hons (National University of Singapore) LL.M (Harvard) is a public intellectual and adviser on in political and economic issues. He teaches international law and public policy at the National University of Singapore and is concurrently chairman of the Singapore Institute of International Affairs, a non-governmental think tank that represents Singapore in the influential ASEAN-ISIS network of regional think tanks. For 2009, he was with the Asia Society in New York, as Schwartz Fellow, directing a Task Force report on USAsia relations under the Obama administration.
From 2002-08, he chaired the National Environment Agency, the country’s major agency for environmental protection. Prior to that, he was a Nominated Member of the Singapore Parliament (1997 – 2001) and led public consultations on Singapore in the 21st century, the national concept plan, and the Singapore Green Plan 2012. He has also directed the Singapore Volunteers Overseas, the country’s “peace corps”. In 2006, he received the Public Service Medal (Pingat Bakti Masyarakat, PBM), a Singaporean National Day award.
He has been a visiting professor to teach at Yale, Harvard Law School and the Fletcher School of Law and Diplomacy. He has spoken or chaired events for international business meetings including the World Economic Forum. He has featured in the international media, including the BBC, CNN, Bloomberg, Channel NewsAsia and Financial Times and has a regular column in TODAY newspaper in Singapore. He also has advised multinational corporations on regional business investments and on sustainability and environmental issues.
He was a Fulbright scholar (1993-94) at Harvard Law School, where he won the Laylin prize for the best thesis in international law. In Jan 2000, the World Economic Forum (Davos) named him a “global leader of tomorrow”. In 2002, he was awarded an Eisenhower Fellowship in the USA. He is also an award winning writer with five books of stories and poetry.

Dr Suzanne H. Crowhurst Lennard |
Suzanne Crowhurst Lennard is Director of the International Making Cities liveable Council, which she founded with her husband, Henry L. Lennard in 1985, and Organizer of the International Making Cities liveable Conferences, held in Europe and North America. The IMCL Council is dedicated to an interdisciplinary and international approach to increasing the livability of our cities, towns and suburbs – especially for our children.
Dr Crowhurst Lennard is the author or co-author of seven books, including The Forgotten Child: Cities for the Well-Being of Children, liveable Cities, and her most recent book, Genius of the European Square. She has also published widely in professional journals and encyclopedias. Her publications have been acclaimed as important contributions to the understanding of cities by scholars and civic leaders including Lewis Mumford, Neal Peirce and Charleston, SC Mayor Joseph Riley.
In her books, articles and lectures, she has focused special attention on the impact of the built environment on children’s health and well-being. She believes that if you want to make a city liveable for all, you must first make it liveable for children.
Dr Crowhurst Lennard is a Consultant to cities in the US, Canada and Europe on the design of public space, and making cities liveable for children.
In collaboration with the National Town Builders Association, Dr Crowhurst Lennard is currently spearheading a new program to develop Guidelines, Standards and a Certification System for Child-Friendly Neighborhoods, Towns and Cities.

Assoc. Prof. Mark J. McDonnell |
Assoc. Professor McDonnell received his PhD from Rutgers University in the field of ecology. He has held several positions with the Institute of Ecosystem Studies of the New York Botanical Garden and the University of Connecticut in the United States before moving to Australia in 1998 to become the founding Director of the Australian Research Centre for Urban Ecology (ARCUE). Over the last 25+ years his research has focused on understanding the structure and function of ecological systems in urban and suburban environments, and the conservation of biodiversity in cities and towns. The books and papers he has published on urban ecology have resulted from interactions with scholars from a diversity of fields including geography, history, landscape architecture and planning as well as resource managers, policy makers and teachers.
In 1993, he co-edited one of the first books focused specifically on the ecology of urban and suburban areas entitled ‘Humans as Components of Ecosystems: Subtle Human Effects and the Ecology of Populated Areas’ that was published by Springer-Verlag. In 2009, he co-edited a new book entitled ‘Ecology of Cities and Towns: A Comparative Approach’ that was published by Cambridge University Press. In addition, he has published over 100 scientific papers, reviews, reports and articles, and has presented over 150 scientific papers at institutions and conferences around the world.
Throughout his career he has been concerned with bringing high-quality ecological data and the understanding of basic ecological processes to bear on the problems of conservation and management of biodiversity and ecosystem processes in the creation and expansion of human settlements. He pioneered the use of gradient analysis in the ecological study of cities and towns around the world. Mark currently serves on the editorial advisory board for Landscape and Urban Planning and Ecological Management and Restoration, and is on the Advisory Council of the journal Urban Ecosystems.

Prof. Xiangrong Wang serves as a regional vice-chair of East Asia, the IUCN Commission on Education and Communication. He is currently the director and professor of Research Centre for Urban Eco-Planning & Design, the Chair of Academic Degree Commission, Department of Environmental Science and Engineering of Fudan University in Shanghai China, and the President of Shanghai Ecological Society, the Deputy Chairman of Urban Ecological Commission of Ecological Society of China. In addition, he is a member of Shanghai Senate, a member of Shanghai Municipal Sci. & Tech. Commission, a member of Sci. & Tech. Division of Shanghai Municipal Construction Commission, and a member of International Association for Vegetation Sciences, and editorial members of some academic journals, such as Acta Ecologica Sinica, Journal of Ecology, Journal of Chinese Eco-Agriculture, Journal of Environmental Science & Technology, etc, and examiner of some International Journals, i.e. Landscape and Urban Planning, Journal of Environmental Management, Ecological Complexity, etc. He currently focus on his research in the areas of Urban Ecology & Planning, Environmental Policy and Management, Vegetation Ecology and Natural Conservation, and Environmental Assessment & Planning.
Prof. Wang was a Fulbright Scholar of America and a visiting professor in the Dept. of Biology, State University of New York at New Paltz，USA，and Bard Centre for Environmental Policy, Bard College, USA in 2004-2005, a visiting professor in the Department of Civic Design, the University of Liverpool, UK in 1994-1996, and honour professor in the Research Centre of Ecological Environment, Academy of China. Up to now, he has carried out about 60 research projects and published 14 scholarly books and 130 academic papers both domestic and abroad. He was also responsible for the publishing of Government Action Plan and Regulation, such as Greening Action Plan, yAction Plan for Ecological Community, Action Plan for Environmental Protection and Ecological Rules of Waterway Control in Shanghai.

Mrs Anna Kajumulo Tibaijuka |
Mrs. Anna Tibaijuka is the first African woman elected by the UN General Assembly as Under-Secretary-General of a United Nations programme. She is currently serving a second, four-year term as Under-Secretary-General and Executive Director of UN-HABITAT. A Tanzanian national born to smallholder banana-coffee farmers in Muleba, Tanzania, she was educated at the Swedish University of Agricultural Science in Uppsala. In October 2006, she was appointed Director-General of the United Nations Offices in Nairobi (UNON), the only UN headquarters in Africa and the developing world. She has served as a Member of the Commission for Africa established by British Prime Minister Tony Blair which resulted in the cancellation of multilateral debt for several African countries by the G8 Summit in 2005 at Glen Eagles, Scotland. In July 2005 the Secretary General appointed Mrs. Tibaijuka as his Special Envoy on Human Settlements Issues in Zimbabwe following massive evictions of the poor in urban areas. She is currently a member of the World Health Organization Commission on the Social Determinants of Health, and is also a member of the Advisory Board of the Commission on the Legal Empowerment of the Poor, co-chaired by the former US Secretary of State, Ms. Madeleine Albright, and the Peruvian economist Hernando de Soto.
Since 2002, Mrs. Tibaijuka has been instrumental in promoting water, sanitation and slum upgrading globally and in assisting the African Union to establish the African Ministerial Conference on Housing and Urban Development (AMCHUD). She also helped place urban poverty high on the agenda of similar regional bodies for Latin American and the Caribbean, as well as the Asia-Pacific. In its unanimous decision to re-elect Mrs. Tibaijuka for a second term as Executive Director of UN-HABITAT, the General Assembly noted her success in forging strategic partnerships with financial institutions for follow-up investment in housing and urban infrastructure. These include the UN-HABITAT $570 million agreement with the African Development Bank and $500 million agreement with the Asian Development Bank.
Mrs. Tibaijuka joined the United Nations Conference on Trade and Development, UNCTAD, in Geneva, in 1998 as Director and Special Coordinator for the Least Developed, Land-locked and Island Developing Countries. She was in charge of capacity building in their trade negotiations in the World Trade Organization, and assisted LDCs, for the first time ever, to forge a coherent and united negotiating position for their special trade interests. In July 2000 she was appointed by Secretary General, Kofi Annan as Assistant-Secretary-General and Executive Director of the former United Nations Centre for Human Settlements (UNCHS), the UN agency for the built-up environment and urban development headquartered in Nairobi, Kenya. She is credited with raising awareness about the global challenge of chaotic urbanization, inspiring a new strategic vision, and significantly enhancing the organization’s performance, management and image. These efforts restored donor confidence and the overall credibility of the organization, resulting in its upgrading into a full-fledged United Nations Programme on Human Settlements (UN-HABITAT) by the General Assembly in December, 2001. She was in turn elected in December 2002 by the General Assembly as the first Executive Director of the new UN-HABITAT programme at the level of Under Secretary General.
Prior to joining the UN, Mrs. Tibaijuka pursued an active academic career as a Professor of Economics at the University of Dar es Salaam, Tanzania. She is the author of various books and research papers on agriculture and rural development, farming systems, food policy, agricultural marketing and trade, sustainable development, social services delivery, gender and land issues, and environmental economics. She was an active member of the civil society and the women’s movement. In 1994 she founded the Tanzanian National Women’s Council, BAWATA, an independent non-party affiliated organization fighting for women’s economic and social rights. In 1996 she founded Barbro Johannson Girls’ Education Trust (Joha Trust) that advocates for quality girls’ education in Tanzania and Africa and operates a model secondary school for poor girls, mostly orphans. She is patron of Tanzania Young Entrepreneurs Initiative. She is a member of various professional associations and is a veteran of UN world summits, including the Beijing Women’s Conference, the Copenhagen Social Summit, Habitat II at Istanbul, and the Food Summit in Rome. She is winner of several awards including honorary Doctorate degrees conferred by the University of McGill in Canada, University College London, Herriot Watt in Scotland, and the Warsaw School of Economics. In 2009 she was named one of three co-winners of the Göteborg Award for Sustainable Development, widely known as the “Nobel Prize for the Environment”. A Foreign Member of the Royal Swedish Academy of Agriculture and Forestry and the International Center for Tropical Agriculture, Mrs. Tibaijuka is a widow with 5 children, one of whom is adopted.

Dr Vivian Balakrishnan |
Vivian Balakrishnan was born in 1961. He was educated at the Anglo-Chinese School (1968-1977) and the National Junior College (1978-1979). In 1980, he was awarded the President’s Scholarship to study Medicine at the National University of Singapore. He was elected President of the National University of Singapore Student’s Union (NUSSU) from 1981 to 1983, and Chairman of NUSSU in 1984/1985. Subsequently, he pursued post-graduate specialist training in Ophthalmology and was admitted as a Fellow of the Royal College of Surgeons of Edinburgh in 1991.
Between 1993 and 1995, he worked at Moorfields Eye Hospital in London. Upon his return, he was appointed Consultant Ophthalmologist at the Singapore National Eye Centre where he sub-specialised in Paediatric Ophthalmology. In January 1999, he assumed the post of Medical Director of the Singapore National Eye Centre. Subsequently, he was appointed Chief Executive Officer of the Singapore General Hospital from June 2000 till December 2001.
From 1999 to 2001, he chaired the Specialist Training Committee, which was responsible for the accreditation and training programme for all ophthalmology trainees in Singapore. He was the principal investigator for several clinical research trials to control the progression of myopia in children.
He was a Council Member of the Singapore Medical Association (1998 to 2001), member of the National Library Board (1997 to 2001), member of the Singapore Broadcasting Authority Programmes Advisory Committee (1998 to 2000) and the National Volunteer Centre Committee (1999 to 2001). He had significant exposure on national television, having been an active debater since the 70s, a host of the televised Singapore 21 series and presenter of health education programmes in the 90s.
Dr Vivian Balakrishnan was the Commanding Officer of the 2nd Combat Support Hospital of the Singapore Armed Forces from November 1999 to January 2002.In the 2001 General Election, Dr Vivian Balakrishnan was elected MP for Holland-Bukit Panjang GRC. He was appointed Minister of State, (National Development) in January 2002 and Minister of State (Trade and Industry) in August 2003. He was also appointed Chairman of the “Remaking Singapore” committee in February 2002, and Chairman of the National Youth Council in July 2003. In August 2004, he was promoted to Acting Minister for Community Development, Youth and Sports and Senior Minister of State, Ministry of Trade and Industry. He became Minister for Community Development, Youth and Sports as well as Second Minister for Trade and Industry in April 2005. He was also the Minister responsible for entrepreneurship. In May 2006 General Election, Dr Vivian Balakrishnan was elected MP for Holland-Bukit Timah GRC. He was re-appointed Minister for Community Development, Youth and Sports. In addition, he was also appointed Second Minister for Information, Communications and the Arts until March 2008.
He is a computer enthusiast and an avid reader. He is married with four children.

Mr Zong Guoying |
Mr Zong Guoying was appointed Deputy Secretary of CPC (the Communist Party of China) Tianjin Binhai New Area Committee and was elected Governor of Tianjin Binhai New Area People's Government of China in January 2010.
As a native of Neihuang, Henan Province of China, Mr Zong was born in August 1963. He joined CPC in June 1984 and began to work in July 1986. He obtained the doctorate of Political Economics from Nankai University and once did post-doctoral research in School of Economics, Peking University. He is a researcher, senior engineer, and enjoy the State Council special allowance.

Ms. Clover Moore MP |
Clover Moore was elected Lord Mayor of Sydney in March 2004 and was re-elected in 2008 with an increased mandate. She is the first popularly elected woman to lead the City of Sydney.
Clover chairs the Central Sydney Planning Committee and the Sydney Festival and is a member of the Barangaroo Development Authority. She represents Sydney at the C40 major cities conference established to address global warming, and in 2009 was chair of the Australian Capital City Lord Mayors Forum.
Under Clover’s leadership, Sustainable Sydney 2030 is providing the framework for action on environmental, economic, social and cultural sustainability of Sydney with particular focus on reducing emissions, alternative energy and diversifying transport. Her City is also delivering award winning facilities promoting design excellence and sustainability, and initiating progressive solutions to complex city social problems.
Clover donates her mayoral salary to a Trust set up to provide grants for city based projects and community organisations in need. So far more than $775,000 has been distributed to 33 bodies such as Milk Crate Theatre, Australian Indigenous Mentoring Program, South Sydney Youth Services and Asylum Seekers Centre NSW./p>
Clover is also the State Member for Sydney (formerly Bligh) and is currently serving her sixth term as an independent in the Legislative Assembly of the NSW Parliament. Between 1992 and 1995, she held the balance of power with fellow independents John Hatton and Peter McDonald, which led to the development of a Charter of Reform which included fixed four year terms, stronger freedom of information and whistleblower legislation, an independent Legal Services Commissioner and the Police Royal Commission which forced major reform of the NSW Police Service.
Clover’s constituency is diverse and she champions tolerance and equity. Protecting the natural and urban environment are major priorities for her work as an elected representative and she is sadly a lone voice in public office promoting animal welfare.
Clover is an Arts graduate of Sydney University. She has two children Sophie and Tom and lives with husband Peter and staffie Banjo in inner-city Redfern. |
Ms. Ada Fung JP |
Ms. Ada Fung, JP is a Deputy Director of the Housing Department. She supervises the Development & Construction Division of the Department, overseeing all facets of work covering project management, planning, design and contract management, as well as establishing operational policies on procurement, design, construction, quality, performance assessment, dispute resolution, research and development, safety and the environment. Being an Architect by profession, she is an active member in the Architectural field as well as in the construction industry.
Ms Fung represents Permanent Secretary for Transport and Housing (Housing) in attending the Construction Industry Council (CIC), and she is a Member of CIC’s Construction Site Safety Committee. She is a Member of the Accreditation Advisory Board in Hong Kong, and Chairman of its Working Party on Accreditation of Certification Bodies. Ms. FUNG is a Registered Architect in Hong Kong, a Hong Kong International Arbitration Centre Accredited Mediator, a Member of the Royal Institute of British Architects, and a Fellow of the Hong Kong Institute of Architects. She is also an Associate Member of the Chartered Institute of Arbitrators, a Fellow of the Chartered Institute of Building, a member of the Hong Kong Institute of Real Estate Administrators, a Honorary Fellow of the Hong Kong Institute of Project Mangers, and a Honorary Fellow of the Hong Kong Institute of Building Information Modeling. She is Deputy Chairman of the Architects Registration Board in Hong Kong, and a Member of its Registration Committee.

Ms Tan Poh Hong |
Ms Tan Poh Hong was appointed the Chief Executive
Officer of Agri-Food & Veterinary Authority (AVA) of
Singapore on 21 May 2009. As the national authority
responsible for ensuring a safe and resilient supply of
food for Singapore, AVA’s robust food safety and
diversification efforts have enabled Singaporeans to
enjoy an extensive variety of food types from sources
worldwide. Through its multi-layered defence
programmes, it has also effectively kept Singapore free
of major animal and plant diseases. Since taking over
the helm, Ms Tan has played an instrumental role in
strengthening AVA’s partnership and engagement with
the industry to build up local food production and
diversify Singapore’s food sources.
Prior to her appointment in AVA, Ms Tan was the Deputy Chief Executive Officer of the
Housing and Development Board (HDB), Singapore's public housing authority, where
she was responsible for policy formulation and planning as well as overseeing
operations and corporate and public communications. She is currently a Board Member
of the Singapore Corporation of Rehabilitative Enterprises.
Ms Tan holds a Bachelor of Science (Estate Management) (Honours) degree from the
National University of Singapore (NUS) and Masters in Business Administration (with
Distinction) from New York University. She also completed the Stanford Executive
Program in USA in 1998.
She was accorded the Distinguished Alumni Award by the NUS Faculty of Architecture,
Building & Real Estate in 1999. For her outstanding contributions, Ms Tan was awarded
the Public Administration Medal (Silver) and the Public Service Medal (PBM). She was
also one of the first recipients of the International Management Action Award, an
international award conferred on outstanding individuals who have demonstrated
exceptional ability in taking management action to achieve sustainable, tangible results
for an organisation. For promoting an excellent Union-Management relationship in
HDB, she was awarded the Medal of Commendation by the National Trades Union
Congress (NTUC).

Stewart Brand is president of The Long Now Foundation and co-founder of Global Business Network. He created and edited the Whole Earth Catalog (National Book Award), and co-founded the Hackers Conference and The WELL. His books include The Clock of the Long Now; How Buildings Learn; and The Media Lab. His new book, titled Whole Earth Discipline: An Ecopragmatist Manifesto, is published by Viking in the US and Atlantic in the UK. He graduated in Biology from Stanford and served as an Infantry officer.

Mr Ng Lang |
Mr Ng Lang has been CEO of the National Parks Board of Singapore for the past four years. The National Parks Board is a public service organisation with a vision to make Singapore a great liveable city by achieving an unparalleled integration of nature and its cityscape. Prior to his current assignment, Lang had served in various capacities in the Singapore public service, including a stint as a diplomat in New Delhi and a Chief Human Resource Officer in a public healthcare group. He currently also sits on the Board of the Civil Service College and PUB, the Water Agency.

Mrs Cheong-Chua Koon Hean |
Mrs Cheong-Chua Koon Hean was appointed the Chief Executive Officer of the Urban Redevelopment Authority (URA) in 2004 and is concurrently the Deputy Secretary (Special Duties) in the Ministry of National Development, Singapore.
She graduated with degrees in Bachelor of Science (Architecture)(with Merit) and Bachelor of Architecture (1st Class Honours) from Australia. She was also conferred the University Gold Medal and the Royal Australian Institute of Architects Prize. She subsequently attained a Masters degree in Urban Development Planning from University College London. She has also completed the Advanced Management Programme in Harvard Business School.
Mrs Cheong has extensive experience in urban policy and governance, strategic planning, urban design and conservation in her career with the URA. As CEO(URA), she is in charge of the national land use planning of Singapore, the conservation of built heritage and the real estate market. She oversees the preparation of the strategic long term Concept Plan and Master Plan, and is a key driver of major urban transformation projects, such as Marina Bay, as well as various sustainability initiatives. She initiated the Architecture and Urban Design Excellence Programme and is involved in several design panels of significant projects. She was appointed the Chairman of the jury panel for the President’s Design Award in 2006 and a member of the Nominating Committee of the Lee Kuan Yew World City Prize in 2009.
In URA, Mrs Cheong started the URA Consulting Group in order to share Singapore’s planning experience overseas. She advises on projects such as the China-Singapore Tianjin Eco City Project. She was also the Co-Chair of the expert panel in the assessment of urban design plans for this project.
As Deputy Secretary, Mrs Cheong’s portfolios had covered planning policies, the property market, the government land sales programme and public housing.
Mrs Cheong is currently a board member of the Urban Redevelopment Authority, Jurong Town Corporation, Jurong Port Pte Ltd as well as the National Heritage Board. She is also a Board Trustee of the international Urban Land Institute and a fellow member of the Singapore Institute of Architects.
Mrs Cheong was conferred the Public Administration Medal (Gold) in 2005 and Public Administration Medal (Silver) in 1997 by the President of the Republic of Singapore.

Ms Gwendolyn Hallsmith |
Gwendolyn Hallsmith, the Director of Planning and Community Development for the City of Montpelier, is also the founder and Board Co-Chair of Global Community Initiatives and author of three books: The Key to Sustainable Cities; Taking Action for Sustainability: the EarthCAT Guide to Community Development; and LASER: Local Action for Sustainable Economic Renewal. She is currently working on a new book with Bernard Lietaer called Intentional Cities, Intentional Economies about how cities can use economic interventions to achieve their sustainability goals.
Gwendolyn has over 20 years of experience working with municipal, regional, and state government in the United States and internationally. She has served as the Town Manager of Randolph, Vermont, the Regional Planning Director in Franklin County, MA, a Senior Planner for the Massachusetts Executive Office of Energy Resources, the Deputy Secretary of the Vermont Agency of Natural Resources, and for over fifteen years as an international specialist on sustainable community development.
Her international experience has included work with the United Nations Environment Program, the United Nations Development Program, the Institute for Sustainable Communities, the International City/County Management Association, and Earth Charter International. She has a Master’s degree in Public Policy from Brown University and has studied theology at the Andover Newton Theological School, exploring the links between our wisdom traditions, spirituality, and work on the community level. She served as the pastor at the United Federated Church in Williamstown for two years while in divinity school.

Dr Vishakha Desai |
Dr Desai is the sixth President and CEO of Asia Society, a leading global organization committed to strengthening partnerships among the people, leaders, and institutions of Asia and the United States. Founded by John D. Rockefeller 3rd in 1956, Asia Society is the premier organization with a unique focus on three-dimensional engagement—combining culture, commerce, and current affairs—with more than 35 countries in Asia. Appointed President in 2004, Dr Desai sets the direction for the Society's diverse sets of programs ranging from major US-Asia policy initiatives and national educational partnerships for global learning to path-breaking art exhibitions and innovative Asian American performances.
Dr Desai is a frequent speaker at national and international forums on a wide variety of subjects that include US-Asia relationships, cultural roots of Asian economic development, regional connections within the Asia Pacific region, as well as the arts and cultures of Asia and Asian America. She has authored many opinion pieces that have appeared in over 50 publications around the world. As scholar of Asian art, Dr Desai has published and edited several books and numerous articles on traditional and contemporary art. She has an international reputation for introducing contemporary Asian art in the US through critically acclaimed exhibitions and scholarly catalogues.
Under her leadership, Asia Society has expanded the scope and scale of its activities, including the opening of new offices in India and Korea, the inauguration of a new center on US-China relations, and the development of new initiatives focusing on the environment, on Asian women leaders, and on partnerships among the next generation of exceptional leaders in Asia and the United States.

Mr James Adams |
Mr. James Adams is Vice President of the East Asia and Pacific Region, at the World Bank. In this capacity, he has overall responsibility for World Bank operations in one of the world’s most dynamic regions, covering more than a dozen states ranging from the world’s most populous country --China-- to the smallest and most remote Pacific Islands states. In fiscal year 2006, the World Bank provided US$3.4 billion in loans and grants to governments in the region for development projects designed to increase economic growth, reduce poverty, enhance social stability, increase intraregional integration, and improve governance.
Previously, Mr. Adams was Vice President and Head of Network, Operations Policy and Country Services, at the World Bank. In this capacity, he was responsible for operational policy development, procurement and financial management activities, relations with United Nations and nongovernmental organizations, and support to Regional staff working in all these areas.
Since joining the Bank in 1974, he has held a variety of operational positions in East Asia, Latin America, and Sub-Saharan Africa, including as Country Director for Tanzania and Uganda, as Director for Operations Policy, and as a Division Chief of several departments.
Before joining the Bank, Mr. Adams worked as a loan officer for Merchants Bank, in Syracuse, NY, and with the General Agreement on Tariffs and Trade, in Geneva, Switzerland.
Mr. Adams studied at Colgate University, and holds an MPA from Princeton University.

Majid Al Mansouri |
Mr. Al Mansouri, an UAE national, was born in Abu Dhabi, in 1967. He holds a degree in Bachelor of Science, with a major in Urban Planning, from the Alabama A&M University, Huntsville, AL.
He began his carrier in 1994 with the Abu Dhabi National Oil Company (ADNOC) in various positions such as Environmental Officer, Senior Environmental Engineer and subsequently as the Head of Occupational Hygiene until 1999.
In 1999, he joined the Environmental Research and Wildlife Development Agency (ERWDA), [now called the Environment Agency–Abu Dhabi (EAD)], as the Assistant Secretary General for Finance and Administration, prior to attaining his current position.

Dr Yap Kioe Sheng |
Dr Yap Kioe Sheng retired from UNESCAP in Bangkok in June 2009. Before his retirement, he was Chief, Social Protection and Social Justice Section and in charge of the Centre for the Alleviation of Poverty through Secondary Crops (CAPSA) in Bogor, Indonesia. Earlier, he was Chief of ESCAP’s Poverty Reduction Section and Human Settlements Section.
He joined UNESCAP in 2000 after 13 years at the Asian Institute of Technology in Bangkok where he was a Professor of Housing and Urban Development. During 1982-1987, he worked at UNCHS (Habitat) in Nairobi. Dr Yap, who has a Ph.D. in Social Sciences, has worked and traveled extensively in Asia and Africa. He has written books and articles on community participation, on slums, squatter settlements and low-income housing, and on good urban governance.
Dr Yap is the workshop resource person and editor of the publication from the Centre for Liveable Cities (CLC)-ASEAN Studies Centre (ASC) Regional Workshop Series on “Urbanisation in Southeast Asian Countries”.

Jan Gehl has been awarded the ”Sir Patrick Abercrombie Prize for exemplary contributions to Town Planning” by The International Union of Architects as well as an honorary doctors degree from Heriot-Watt University in Edinburgh.

Mr Rodolfo C. Severino |
Mr Rodolfo C. Severino is the first Head of the ASEAN Studies Centre at the Institute of Southeast Asian Studies (ISEAS). A Visiting Senior Research Fellow at ISEAS since 2004, Mr Severino served as ASEAN Secretary-General from 1998 to 2002. A former Philippine career diplomat, Mr Severino has served as Undersecretary of Foreign Affairs and as Ambassador to Malaysia (1989-1992), among other duties. He authored two books, both published by ISEAS: Southeast Asia in Search of an ASEAN Community (2006) and ASEAN Regional Forum (2009). Mr Severino has twice served as ASEAN Senior Official for the Philippines and is one of the Philippines’ Experts and Eminent Persons for the ASEAN Regional Forum. He holds a MA in International Relations from the Johns Hopkins University School of Advanced International Studies. He is a member of the Advisory Board of the Fletcher Forum of World Affairs, the journal of the Fletcher School, Tufts University.

Professor Bruce Clarkson |
He has published some 65 papers and several books on various aspects of the systematics and ecology of New Zealand native plants and vegetation. He has also produced more than 300 reports on natural areas of the middle North Island based on intensive field work and traverses through the forest and wetlands. Throughout his research career he has maintained a strong interest in applying aspects of his research on the ground to assist in the protection and restoration of native plants and ecosystems.
In 2005 together with Dr Wren Green he undertook an independent review for the Chief Executives of sponsor government agencies of progress (2000-2005) of the New Zealand Biodiversity Strategy.
In the last 10 years he has become very active in community based ecological restoration projects, receiving the Loder Cup, New Zealand’s premier conservation award, in 2006, in recognition of his “outstanding contribution across the full range of criteria specified for the award – New Zealanders who work to investigate, promote, retain and cherish New Zealand’s indigenous flora”..
He currently leads a Foundation for Research Science and Technology funded research programme (UOWX0501) on determining the best methods for restoring indigenous biodiversity in cities. |
Dr Willfried Wienholt |
Dr Wienholt’s assignment is to support decision makers in cities to master future challenges. His key topic is to connect sustainable development of urban infrastructure with green and efficient products and solutions. He is joining Siemens since 1997 in different roles and functions:
- Dr Wienholt started his current job in 2007 with the development of innovative strategies for sustainable urban infrastructure and for resource efficiency. In 2009, he became Manager of Market-Development-Board (MDB) Cities to implement the according sales strategy. He is also taking a driving position in the Urban Infrastructure Initiative of the World Business Council for Sustainable Development.
- Dr Wienholt undertook the task of a strategy consultant and department head at strategic marketing from 2003 to 2007. The design and application of innovation processes to anticipate future developments was one area of his activity. He developed a consensus-based reasoning approach for problem framing and decision making in stakeholder groups. Other areas touched the assessment of metropolitan areas with respect to infrastructure challenges and impact on technology development and the strategy assessment of future mixed-signal chip design in semiconductor business.
- From 2000 to 2003, Dr Wienholt was internal key account manager and department head. He helped to improve the rolling order forecast accuracy in the information and communication business resulting in high savings, and optimized account management processes.
- During his three year time as a project scientist beginning 1997, he elaborated on several research and technology development projects. He optimized the paper winding process in the pulp and paper industry and modeled ergonomic driver movements in the automotive industry.
Dr Wienholt earned a doctoral degree in natural science from the faculty of physics and astronomy at Ruhr-Universität Bochum, Germany in 1996. Along his multidisciplinary research and dissertation at the Institut für Neuroinformatik, a central research institute at the same university, he built a team of researchers on evolutionary algorithms, neural networks, and fuzzy logic to solve complex optimization problems in collaboration with the industry.
Dr Wienholt is married since 1991 and lives with his wife in Munich, Germany.

Mrs Carrie Lam JP |
Mrs Carrie Lam has been appointed Secretary for Development of the Hong Kong Special Administrative Region (HKSAR) Government since 1 July 2007. Prior to becoming a Principal Official, Mrs Lam was a career civil servant. She joined the Administrative Service in 1980, and rose to the highest rank of Administrative Officer Staff Grade A1 in 2006.
Mrs Lam served in policy areas covering medical and health, security, district administration and public finance. In the recent decade, she held the positions of Director of Social Welfare, Permanent Secretary for Planning and Lands and Director-General, Hong Kong Economic and Trade Office in London. She was Permanent Secretary for Home Affairs before her appointment as Secretary for Development.
Development Bureau is newly created in the third term of HKSAR Government to pursue the Chief Executive’s vision for progressive development. Mrs Lam’s portfolio includes planning and lands, public works, water supply, greening and landscape, heritage conservation, harbourfront enhancement, building safety and urban renewal.

Mr John So |
John So was Lord Mayor of Melbourne from 2001 – 2008, making him Melbourne’s longest serving Lord Mayor. As an inquisitive 17 year old Hong Kong student, he arrived in Melbourne in 1965 to finish his high school studies. John began his tertiary studies at University of Melbourne. After obtaining his Bachelor of Science and Diploma of Education, he taught at High Schools and Colleges, before embarking on his business career. John was a successful businessman and was actively involved in community and social initiatives, including establishing Melbourne’s first Asian Pacific Carnival, Chinese Elderly Welfare Centre and Language Academy. During this time, he served as Commissioner for the Victorian Ethnic Community Commission before serving as a councillor for three terms with the City of Melbourne (1991 – 2000).
During John’s time in public office (1991-2008) he was instrumental in developing the “Melbourne Model” in which the Federal, State and Local Governments cooperatively work in partnership with the local community, thereby allowing the city to reach its full potential. As a consequence, Melbourne has undergone phenomenal transformations in inner urban landscapes and cultural diversity as well as recreation, tourism, education and retail sectors, thus gaining international recognition as a leading city in livability and sustainability. John has been accredited with the successful staging of the 2006 Commonwealth games and development of the world’s first 6 star energy rated office building, CH2. In 2006, his promotion of Melbourne nationally and internationally and his popularity led to him being named World Mayor by the international World Mayor Project. John was awarded an Honorary Doctorate of University from the Victorian University in 2007.

Mr Lee Tzu Yang |
Lee Tzu Yang is Chairman of Shell Companies in Singapore, and represents Shell shareholder interests in the region. He has worked in several countries and markets in the downstream oil business for Shell and is a strong supporter of health, safety and the environment.
He is active in public service and chairs the Workplace Safety and Health Council, the School of the Arts, and the Middle East Institute. He serves on the Singapore Legal Service Commission, the advisory board of the Centre for Liveable Cities, and the board of The Esplanade Company Limited, and he was the immediate past chairman of the Singapore International Chamber of Commerce.
Lee Tzu Yang graduated in economics in 1976 from the London School of Economics and Political Science, and is married with two daughters and a son.

Mr Bob Harvey |
Bob Harvey became Mayor of Waitakere City, New Zealand in 1992 and has been re-elected for six consecutive terms. He has been seminal in many ground-breaking initiatives, most critically his long-time championing of the Eco-City principles established at the United Nations Rio Earth Summit in 1992.
Under his leadership, Waitakere has developed into a vibrant, environmentally sustainable city. Its Central Business District in Henderson has been rejuvenated with four new libraries, a Civic Centre, a public transport hub and a business centre. The commercial district New Lynn, once devastated by the closure of its major business Crown Lynn, has become a thriving destination based around a $300 million public transport oriented development.
Mayor Harvey has been instrumental in moves to permanently protect Waitakere’s rainforest, the Waitakere Ranges. It is now guarded from development and subdivision by the Waitakere Ranges Heritage Area Act 2008. He also led Project Twin Streams - a comprehensive initiative to clean and replant waterways from the Waitakere Ranges to the Waitemata Harbour.
He has broken new ground in race relations, establishing New Zealand’s first Maori standing Committee Te Taumata Runanga, and initiating the country’s only Memorandum of Understanding with Pacific Island peoples.
His strong stance on climate change and nuclear weapons has earned praise in New Zealand and overseas. Mayor Harvey was the keynote speaker at the Eco-City summit in Washington in 2008. Since 2009 he has served as a Vice President of Mayors for Peace and took a key role in the Nuclear Proliferation Treaty Review Conference in May.
Mayor Harvey received a New Zealand Medal for Community Service and a Queens Service Order for Services to the Community in 1990. He was one of eight mayors to be given the United Nations Mayors for Peace Award in 1998 and gained a LivCom Personal Lifetime Acheivement Award in 2008.

Mr Tay Kim Poh |
Tay Kim Poh has been the Chief Executive Officer of the Housing & Development Board (HDB), Singapore’s public housing authority, since June 2006. An engineer by training, Mr Tay held key appointments in his 20-year career with HDB, namely the posts of Chief Estate Administration & Property Officer, and Deputy CEO of the Estates & Corporate Groups.
From 2004 to 2006, Mr Tay was seconded to Singapore’s Ministry of National Development as its second deputy secretary overseeing the Housing and Strategic Planning Divisions.
Mr Tay was awarded a scholarship by Singapore’s civil service and graduated from the University of Singapore with first class honors in mechanical engineering. He also holds master degrees in industrial engineering and business administration.

Ms Louise Cox |
Louise Cox is President of the International Union of Architects (UIA). She was previously UIA First Vice President and UIA Vice President Region IV, Asia and Oceania and coordinator of the UIA Regional Heritage Work Programmes. Louise is Co President of the UNESCO-UIA Validation Council for Architectural Education, a member of the UIA Education Commission, a member of UNESCO’s Historic Urban Landscape working group and represents UIA on the UN-HABITAT Professionals Forum and the UN-HABITAT World Urban Campaign steering committee. She has had wide experience in heritage, conservation, institutional and health planning, and contract administration of major health and institutional projects. Louise served as President of the NSW Chapter of the Royal Australian Institute of Architects (RAIA) from 1988 to 1990 and as President of the Royal Australian Institute of Architects from 1994 to 1995 and she chaired the RAIA National Heritage Committee from 2004 to 2008. Louise is Patron of Emergency Architects Australia.

Professor Leo Tan Wee Hin |
A Marine Biologist, Professor Leo Tan Wee Hin began his career in the University of Singapore as a Senior Tutor in 1973. He became a Lecturer in Zoology and Physiology in 1974. He was seconded to the Singapore Science Centre as CEO in 1982, concurrently holding his position as Senior Lecturer in NUS. By the time he left the Science Centre, it was hailed one of the top science museums in the world by the International Council of Museums. In 1991, he was appointed Associate Professor and Foundation Dean of Science in NTU, tasked to help build the new National Institute of Education for teacher education. A full professorship came a year later, and in 1994, he was appointed the Director of NIE. Under his leadership, NIE grew to become a teacher education institution of distinction, regarded by many of its peers in countries such as the UK, USA and Australia as one of the top such institutions in the world. NIE became turnkey consultants to Abu Dhabi (2002) and Bahrain (2007) to establish Colleges of Education based on the NIE model.
In 2008, his career turned a complete cycle when he returned to NUS as Professor and Director (Special Projects) in the Science Dean's Office. He is conducting surveys of the marine life at the off-shore Semakau Landfill, working on interdisciplinary programmes, in the areas of environmental & biodiversity education and research.
Prof Tan contributed to several national and international organizations. His interest in youth development stretches almost four decades with leadership appointments such as Chairman of both the National Youth Achievement Award Council and the Singapore Technologies Endowment Programme. He is also the immediate Past Chairman of the National Parks Board and Immediate Past President of the Federation of Asian Scientific Academies and Societies.
His present leadership roles include Chair of the Garden City Fund, President of the Singapore National Academy of Science, Vice Chair of the Singapore Environmental Council and Chair of the Science Sub-Commission of the Singapore National Commission for UNESCO. He also represents Singapore as Governor on the Asia-Europe Foundation.
Prof Tan has received several awards, notably the Public Administration Gold Medal (1988), Public Service Medal (1995), National Science & Technology Medal (1999), Public Service Star (2001), National Order of Merit (Officer) from the French Government (2002), Honorary Degree of Doctor of Science from Loughborough University (2003), Public Administration Medal (Gold)(Bar)(2007) and the President’s Award for the Environment (2007).

Mr Tom Murphy |
Tom Murphy is a senior resident fellow, ULI/Klingbeil Family Chair for urban development. Murphy, former mayor of Pittsburgh, joins three other ULI senior resident fellows who specialize in housing, real estate finance and environmental issues.
His extensive experience in urban revitalization—what drives investment, what ensures long-lasting commitment—is a key addition to the senior resident fellows’ areas of expertise.
Since January 2006, Murphy had served as ULI’s Gulf Coast liaison, helping to coordinate with the leadership of New Orleans and the public to advance the implementation of rebuilding recommendations made by ULI’s advisory services panel last fall. In addition, he worked with the Louisiana state leadership, as well as with leadership in hurricane-impacted areas in Mississippi, Alabama and Florida to identify areas appropriate for ULI involvement.
Prior to his service as the ULI Gulf Coast liaison, Murphy served three terms as the mayor of Pittsburgh, from January 1994 through December 2005. During that time, he initiated a public-private partnership strategy that leveraged more than $4.5 billion in economic development in Pittsburgh. Murphy led efforts to secure and oversee $1 billion in funding for the development of two professional sports facilities, and a new convention center that is the largest certified green building in the United States. He developed strategic partnerships to transform more than 1,000 acres of blighted, abandoned industrial properties into new commercial, residential, retail and public uses; and he oversaw the development of more than 25 miles of new riverfront trails and urban green space.
From 1979 through 1993, Murphy served eight terms in the Pennsylvania State General Assembly House of Representatives. He focused legislative activities on changing Western Pennsylvania’s economy from industrial to entrepreneurial, and authored legislation requiring the Commonwealth of Pennsylvania pension fund to invest in venture capital. In addition, he authored legislation created the Ben Franklin Technology Partnership, which is dedicated to advancing Pennsylvania’s focus on technology in the economy; and he authored legislation to encourage industrial land reuse and to transform abandoned rail right-of-ways into trails and green space.
Murphy served in the Peace Corps in Paraguay from 1970 through 1972. He is a 1993 graduate of the New Mayors Program offered by Harvard University’s Kennedy School of Government. He holds a masters of science degree in urban studies from Hunter College, and a bachelor of science degree in biology and chemistry from John Carroll University.
He is an honorary member of the American Society of Landscape Architects; a board member of the Pennsylvania League of Cities and Municipalities; and a board member of the National Rails to Trails Conservancy. He received the 2002 Outstanding Achievement of City Livability Award from the U.S. Conference of Mayors and was selected as the 2001 Pittsburgh Man of the Year Award by Vectors Pittsburgh.

Ms Amanda Burden |
Amanda M. Burden, FAICP, an urban planner and civic activist, is the New York City Commissioner and Director for the Department of City Planning. Since her appointment in 2002, she has spearheaded Mayor Bloomberg’s economic development initiatives with comprehensive urban design master plans designed to catalyze commercial and residential development throughout the city, and to reclaim its waterfront. Among these are master plans and rezoning initiatives for 125th Street in Harlem as well as Brooklyn’s famous Coney Island.
Under Ms. Burden’s direction, the Department of City Planning has accomplished the largest rezoning agenda since 1961, comprising over 100 rezonings covering more than 8,400 blocks or one fifth of the city, virtually redrawing the City’s land use map for generations to come. Known for her dedication to design excellence, she has raised the bar for quality in public and private development, demonstrating that good design is good economic development and is essential to the long term health and sustainability of the city. She has championed the creation of dynamic great new public spaces throughout the city, developing an innovative esplanade along the East River Waterfront in Lower Manhattan and facilitating the transformation of the High Line, one of the most unusual and exhilarating parks in the world.

Ricky Burdett is Professor of Urban Studies at the London School of Economics and Political Science (LSE), director of LSE Cities and the Urban Age programme. He was Chief Adviser on Architecture and Urbanism for the London 2012 Olympics from 2006 to 2009, architectural adviser to the Mayor of London from 2001 to 2006 and is now a advising the Olympic Park Legacy Company on the future development of London's Olympic site. He has curated numerous exhibitions including 'Global Cities' at Tate Modern, was Director of the 2006 Architecture Biennale in Venice and chairman of the Jury for the 2007 Mies van der Rohe Prize. He is architectural adviser to the cities of Genova and Parma, and a member of the Milan Expo 2015 masterplan team. He is a Council member of the Royal College of Art and sits on the Mayor of London's Promote London Council. He is the editor of 'The Endless City', published by Phaidon in 2008, and author of numerous publications on architecture and cities.

Mr Guy Lauwers |
Guy Lauwers (°20 June 1950) is a selfmade man who already as a young man strived for a better and more humane world. Through his enthusiasm he became at his early twenties trade union secretary at the trade union branch for public services (Algemene Centrale der Openbare Diensten). During his 35-year long career in the trade union Guy defended passionately the rights of the employees in the public sector. Because of his concern for the environment he engaged himself more than 10 years as president of Greenpeace Belgium. Besides this he is a member of the Anti-Fascistisch Front (AFF) and the Regional Rights Resource Team (RRRT) to make his contribution to the struggle for more tolerance in society and less differences between north and south, between rich and poor. Furthermore Guy is president of Iveg, distribution system operator for gas and electricity and of the non profit organisation SingAnt. SingAnt is an organisation to promote any possible collaboration between Singapore and Antwerp. Since 2007, Guy is vice mayor for public works, city and community maintenance, environment and intra-city decentralisation in Antwerp. Moreover this year, he is elected as president of the Antwerp Socialist Party.

Mr Sanjeev Sanyal |
Sanjeev Sanyal is an economist and environmentalist, and was named by the World Economic Forum as “Young Global Leader 2010”. He is President of the Sustainable Planet Institute, Delhi as well as an Honorary Senior Fellow of WWF. He is also in the Governing Council of a number of institutions including the Sushant School of Architecture, Action for Food Programme and Urban Age at London School of Economics. He has also been an Adjunct Fellow of the Institute of Policy Studis, Singapore and a Visiting Fellow at Oxford University. In 2007, Sanjeev was awarded the Eisenhower Fellow for his work on urban systems.
Sanjeev Sanyal is also one of Asia's leading financial economists and was Deutsche Bank's Chief Economist till the end of 2008 based out of Singapore. His bestselling book “The Indian Renaissance: India’s Rise After a Thousand Years of Decline” was published by Penguin in 2008. He writes a regular column for Business Standard, India’s second largest financial paper. He attended Delhi University and then Oxford University where he was a Rhodes Scholar.

Ms Elżbieta Bieńkowska |
Elżbieta Bieńkowska was appointed Minister of Regional Development on 16 November 2007.
From January 1999 to November 2007 she worked in the Silesian Voivodship Marshall Office. As a Director of the Regional Development Department she was responsible for programming and implementation of regional development instruments funded from EU pre-accession programmes as well as Structural Funds in the framework of the National Development Plan (NPR) 2004-2006 and the National Cohesion Strategy 2007-2013. She was a coordinator and negotiator of the team which created the Silesian Voivodship Regional Operational Programme 2007-2013 and a member of the Monitoring Committee of the Silesian Voivodship Regional Operational Programme. From 2002 to 2007 she held the post of the President of the Board of Supervisors of the Upper Silesian Regional Development Agency.
From 1996 through 1998 she worked for the Silesian Voivodship Office in Katowice. As an elder voivodship inspector in the Economy Department of the Voivodship Office, she contributed to the preparation of the regional contract for the Katowice voivodship and the preparation of the PHARE INRED programme. In 1999 she served as a proxy of the Katowice voivode on the Voivodeship Regional Strategy. At that time she was leading a working group preparing the Strategy, as well as coordinating work on implementation of the regional contract for the Katowice voivodship. She was also the head of the PHARE INRED secretariat. She was coordinating the team that prepared the Regional Innovation Strategy for the Silesian Voivodship and she was a director of the team working on actualization of the Silesian Voivodship Development Strategy 2000-2010.
In 1989 she received a master’s degree in oriental philology at Jagiellonian University in Cracow. In 1996 she graduated from Polish National School of Public Administration and in 1998 she completed the MBA postgraduate studies at Warsaw School of Economics.
As an expert in international projects, she lectured at postgraduate studies at Silesian University and Warsaw School of Economics.

Mr Sukhumbhand Paribatra is a scholar, politician, and philanthropist, who was elected to be 15th Governor of Bangkok on 11 January, 2009 with 934,602 votes. He has been, until recently, a Democrat Party Member of Parliament for Bangkok since 1996, serving as Deputy Minister of Foreign Affairs between 1997 and 2001. He holds degrees from Pembroke College, Oxford University, and Georgetown University. Before being elected to Parliament, he was an associate professor at Chulalongkorn University, serving as Director of its Institute of Security and International Studies (1987-93). While an academic, he held many positions, including those of Advisor to the House of Representatives Standing Committee for Foreign Affairs, Policy Advisor to the Prime Minister, and Chairman of Ministry of Commerce’s Advisory Committee on International Commerce. Ha has also held the posts of Vice-President and President of the Social Science Association of Thailand and is a member of the International Institute for Strategic Studies, London, and the International Council of the Asia Society, New York. Since 1986, he has been Chairman of the Chombhot-Pantip Foundation, one of Thailand’s largest philanthropic organizations. Since 1999, he has served as Chairman of S.E.A Write Award, the only regional literary awards in Southeast Asia. In 1994 he was selected one of Time Magazine’s “Global 100”, a list of potential leaders for the twenty-first century.

Mr Rajesh Kumar Singh was born in Patna, India in 1964.He is a graduate in Economics from the University of Delhi. He joined the Indian Administrative Service (IAS) in 1989 and has over 20 years of experience working with the State Government of Kerala in Southern India as well as Government of India in Delhi in a variety of assignments.
He has worked in Kerala as Assistant Collector in the district of Palakkad in Northern Kerala, as District officer in the district of Malappuram and in the state headquarters in the departments of Tourism and Finance. He has also worked in the Union Government in Delhi in the Ministry of Finance. For the last 10 years he has worked largely in the Urban Sector firstly in the Ministry of Urban Development in Government of India where he was responsible for coordination of matters relating to Urban Transport and the Delhi Metro among other things. Thereafter and till recently he was working as Commissioner in the Delhi Development Authority responsible for management and disposal of land for the largest development Authorities in India with perhaps the largest landholdings in the world. He has recently rejoined the state government of Kerala as Secretary , Local Self Government, with charge of matters relating to urban development in the state with particular reference to the affairs of the 53 Municipalities and Corporations that form the urban local bodies in the state.

Ms Baasanjav Bayantuul |
Ms Baasanjav Bayantuul graduated from the Novosibirsk University of Civil Engineering in 1989. She worked as an engineer and researcher at the Research Institute for Soil Basis and Foundation where she conducted research studies on behavior of different types of soil as building foundations, and participated in the development of the first National Code on Soil Basis and Foundation. Since 1995 she has been working for the Government of Mongolia. From 1995 to 2001 she worked as an Officer in charge of international cooperation and from 2001 to 2004 as a Senior Officer in charge of housing policy of the Ministry of Infrastructure. There she worked as a counterpart for the ADB-financed Housing Finance (Sector) Project aimed at introducing market based housing finance system. In 2004-2006 Ms. B.Bayantuul worked as a Senior Officer in charge of science and technology in the Ministry of Construction and Urban Development (MCUD). From 2006-2008 she acted as a Deputy Director of Finance, Investment and International Cooperation Department of the MCUD. Since 2008 she has been working as a Senior Officer of the International Cooperation Division of the Ministry of Road, Transportation, Construction and Urban Development of Mongolia.
In 2008-2009 she participated in the Pre-Feasibility Study on the city-wide Program for Thermo-technical Rehabilitation of Precast Panel Buildings in Ulaanbaatar.

Dr Sadayuki Sakakibara |
Following his master degree in applied chemistry at Nagoya University, Sadayuki Sakakibara joined Toray Industries as a chemist in 1967. In 1974, he was appointed to a position in Toray’s New York office as a technical representative for the company. Upon his return to Japan in 1978, he served in a series of management capacities within Toray’s Corporate Planning Department. In 2002, he became the president and CEO of Toray Industries.
Under the aegis of the new corporate slogan, "Innovation by Chemistry," Mr. Sakakibara leads Toray's group-wide endeavors to be a top global company of technologically advanced materials. He also focuses on CSR programs as well as promotion of environmentally-friendly businesses to contribute to global environment protection.
Mr. Sakakibara currently serves as the Vice Chairman of Nippon Keidanren, the national business federation of Japan, among several other industrial and educational posts.
He lives in Tokyo with his wife, Emiko. He has three daughters and seven grandchildren.

Dr Ryutaro Yatsu |
Appointed Director-General of Waste Management and Recycling Department at the Ministry of the Environment (MOE) in July 2008, Dr. Yatsu has developed waste management and recycling policies in Japan. Also he has promoted the construction of global Sound Material-Cycle Society through 3R, especially in Asia. Prior to this position, he worked as a Councillor for Global Environment, Global Environment Bureau, (2006-08), responsible for global environmental affairs including climate change. As for international positions, he served for the APN as Director of Secretariat (2000-02), as well as for Institute of Advanced Studies, United Nations University as a visiting researcher. He also served for environmental cooperation between Japan and Indonesia as an expert of JICA from 1989-90. Dr. Yatsu received Doctor of Engineering (environmental planning) from Tohoku University (1999).

Mr Michael Barrow |
Michael Barrow is Director for ADB's private sector infrastructure operations including public-private partnerships in South Asia, the Central Asian Republics and the Caucuses. He joined ADB in July 2003.
Prior to joining ADB, Mr. Barrow worked for the Deutsche Bank group over the course of 15 years in London, Tokyo and Singapore, lastly as both Director of Project Finance and Transportation with a project finance and PPP focus. He was Senior Vice President in the Structured Finance Department of Sumitomo Mitsui Banking Corp. in Singapore handling project financing.
Mr. Barrow has had extensive experience in project financing, PPPs, privatization advisory, and corporate restructuring in Asia, Eastern Europe and the Middle East, and has covered most sectors including power, water, oil and gas, transportation, telecommunications and manufacturing.
Whilst with ADB, and before becoming director, Mr. Barrow raised three separate financings for Afghanistan's leading mobile telecommunications company, amongst the first, and certainly the largest, such financings in the country for many decades. He has also led the limited recourse financing of Pakistan's first independent hydropower project, the financing of the recently-privatized Karachi Electricity Supply Corporation and of a gas-fired IPP in Pakistan. He is currently overseeing some twenty private infrastructure financings and PPPs in some ten countries.
Before joining ADB, Mr. Barrow managed financings for projects throughout Asia including power projects in Indonesia, Pakistan, the Philippines, Singapore and Thailand; oil & gas sector projects in China, Indonesia, Taiwan, and Thailand, transportation projects in South Korea, Malaysia, the Philippines and Thailand, water projects in Indonesia and the Philippines, telecommunication projects in Indonesia and India and pulp & paper financings in Indonesia and Korea, amongst others.
Mr. Barrow has an MA in Oriental Studies from Oxford University.

Dr Coşkun Cangöz |
Dr. M. Coşkun CANGÖZ is Director General of Public Finance in Undersecretariat of Treasury, since November 2005. He started his career in Treasury in 1991 as an Assistant Specialist. He then, worked as Specialist, Section Chief and Department Head on the areas of domestic borrowing, development of external debt information system and the management of contingent liabilities. He actively involved in public financial management reform and he was one of the members of the core group for debt management reform of the Republic of Turkey. In 2002, he was appointed as Deputy Director General of Public Finance and founded the risk management department in the Treasury. He has a wide experience on public financial management and management of institutional reforms.
He is an Ankara University graduate from Faculty of Political Science and his major is Public Finance. He holds an MA in Economics, from Ankara University and an MBA in General Management from University of Exeter, UK. He has PhD degree in sociology from Middle East Technical University.

Mr Ping Chew |
Mr. Ping Chew is Managing Director at Standard & Poor's, the world's foremost provider of independent credit ratings, indices, risk evaluations, investment research, and data services. He currently serves as the Head of Standard & Poor's operations in the Greater China region, which includes Hong Kong, China and Taiwan. Ping is responsible for growing the business, increasing outreach to policymakers, and strengthening services to investors and other market participants in this rapidly growing region.
Ping began his career in Sovereign and Sovereign-supported Ratings at Standard and Poor's in 1998. Most recently, Ping held responsibilities for Standard & Poor's Credit Ratings Services in Sovereign, Public Finance, Corporate, Infrastructure, and Financial Services. He led teams of analysts who evaluate the credit standing for Corporate and Government ratings services in Asia.
Prior to joining Standard & Poor's, Ping was with the Singapore's Ministry of Defence. His responsibilities included research, analysis and strategic planning.

Mr Tan joined the Singapore Administrative Service in 1991. He has worked in the Ministry of Information and the Arts, the Ministry of Defence and Ministry of Foreign Affairs. He was also Principal Private Secretary to Minister Mentor Lee Kuan Yew.
Mr Tan graduated with a First Class Honours Degree in History from King's College, University of London, in 1989. He attended the Edward S Mason Programme at the Harvard Kennedy School of Government, where he obtained his Masters in Public Administration in 2002.
Mr Tan is a Member of the Agency for Science, Technology and Research (A*STAR) Board and the Energy Studies Institute Management Board.

He holds a Master of Science in Civil Engineering and Architecture from Chalmers University and a Supplementary Degree in Architecture from the Royal University College of Fine Arts. From 1970-1985 he worked as architect in Gothenburg specialising in sustainable city planning. From 1985-1995 he was Vice Mayor of Malmö. Since 1994 he is Chairman of the City Executive Board and Lord Mayor. From 1999-2007 he was President of the Swedish Association of Local Authorities and Regions, and since 2007 he is its Vice President. He also is member of the Policy Committee of the Council for European Municipalities and Regions (CEMR) since 2001. He is a member of the EU Committee of Regions since 2007 and the chairman of its Commission for Climate, Environment and Energy (ENVE).

Mr Phil Gordon |
Phil Gordon was elected Mayor on September 9, 2003. In 2008, he was named the Best Mayor in North America by an international think tank located in London. Mayor Gordon was also named one of the top 15 "Greenest Mayors" in the country by MSN.

Claudio Orrego Larraín is the Mayor of Peñalolén. Mr Teo Ser Luck was born in 1968. A former student of Rosyth School, Victoria School and Nanyang Junior College, he graduated with a Bachelor in Accountancy from the Nanyang Technological University (NTU) and began his career as an auditor. He held regional management positions in multinational companies for more than 10 years.
Mr Teo was elected as Member of Parliament for Pasir Ris-Punggol GRC in May 2006 and recognised as a young global leader by the World Economic Forum in 2007 for his contribution to the business and community services sectors. He also received the Outstanding Young Alumni Award from his alma mater (NTU) in the same year.

Dr Tan Khee Giap is the Chair of Singapore National Committee for Pacific Economic Cooperation since 2008. He was Deputy President of the Singapore Economic Society, 2004. He served in the 2002 Economic Review Committee and also as the Deputy Chair of the Institute of Policy Studies Forum for Economic Restructuring in 2003. Dr Chen Kang |
Dr. Chen Kang received his B.Sc. in mathematics from Xiamen University in 1982, his M.Sc. in applied mathematics from Ohio University in 1984，and his Ph.D. in economics and applied mathematics from The University of Maryland at College Park in 1990. He worked at the World Bank’s Socialist Economies Reform Unit and subsequently taught at the National University of Singapore and Nanyang Technological University (NTU). He was the Head of the Economics Division at NTU from 1999 to 2005. He is also the Wang Yanan Chair Professor of Economics at Xiamen University.
From 1996 to 2004, Dr. Chen and his research team maintained a quarterly econometric model of Singapore, released biannual forecasts for the Singapore economy, and provided policy analysis and recommendations. Since 2005, he has led a joint research effort to build a quarterly econometric model of China and used the model for forecasting and policy simulations. Dr. Chen also served as a consultant to Asian Development Bank, Singapore Trade Development Board, Civil Aviation Authority of Singapore, Singapore Tourism Board, Ministry of Trade and Industry, Housing & Development Board, Ministry of Manpower, Ministry of Finance, Ministry of Information, Communications and the Arts, and several multinational corporations.
Dr. Chen has published widely on issues relating to macroeconomic modelling, economic reform and development, and the economic role of government in professional journals, including Journal of Comparative Economics, European Journal of Political Economy, China Economic Quarterly, International Journal of Public Administration, and Economic Modelling. He is author of The Chinese Economy in Transition: Micro Changes and Macro Implications (Singapore University Press, 1995). His current research interests include agent based models, macroeconomic models, and China’s economic reform. Dr. Chen served as vice president of the Economic Society of Singapore and director of the East Asian Economic Association. Professor Woo Wing Thye |
Wing Thye Woo is Professor at University of California at Davis, Yangtze River Scholar at the Central University of Finance and Economics in Beijing, Director of the East Asia Program within The Earth Institute at Columbia University, and Nonresident Senior Fellow at the Brookings Institution. His current research focuses on the economic issues of East Asia (particularly, China, Indonesia, and Malaysia), international financial architecture, comparative economic growth, state enterprise restructuring, fiscal management, and exchange rate economics.
From 1994-96, Wing Thye Woo led an international team (which included Leszek Balcerowicz, Boris Fedorov, and Jeffrey D. Sachs) to study the reform experiences of centrally-planned economies. This report was published as Economies in Transition: Comparing Asia and Europe, MIT Press, 1997. He directed the Harvard Institute for International Development project “China’s Integration into the World Economy” (1997-98); and a part of that report was published as “Discrepancies in International Data: An Application to China-Hong Kong Entrepot Trade,” in American Economic Review, May 1999. In 1998, Wing Thye Woo headed the project “Asia Competitiveness Report 1999” to analyse the Asian financial crisis for the annual meeting of the World Economic Forum in Davos, Switzerland, February 1999. The updated report was published as The Asian Financial Crisis: Lessons for a Resilient Asia, MIT Press, 2000. In 2001, Wing Thye Woo helped establish the Asian Economic Panel (AEP), now sponsored by Brookings Institution, Columbia University, Keio University, and the Korea Institute for International Economic Policy. AEP is a forum of about 50 leading specialists on Asian economies which biannually to discuss economic issues that are of particular importance to Asia; and selected proceedings are published in the journal Asian Economic Papers (of which Wing Thye Woo is the editor), MIT Press.
Wing Thye Woo has advised a number of governments on macroeconomic and exchange rate management, state enterprise restructuring, trade issues, and financial sector development. He was a member of Consultant Team to China's Ministry of Finance that helped to design the tax and exchange rate reforms implemented in January 1994; and the report has been published as Fiscal Management and Economic Reform in the People's Republic of China, Oxford University Press, 1995. During 1997-1998, Wing Thye Woo served as a special advisor to the U.S. Treasury; and from 2002-2005, he was the Special Advisor for East Asian Economies in the Millennium Project of the United Nations. In July 2005, he was appointed to the International Advisory Panel to the Prime Minister of Malaysia; and in April 2009, he was appointed Chairman of the International Economic Advisory Panel of Penang state, Malaysia. In 2004, the University of California at Davis awarded Wing Thye Woo its Distinguished Scholarly Public Service Award, and the Institute of Strategic and International Studies in Malaysia appointed him a Distinguished ISIS Fellow. In November 2004, he delivered the Chang Chi Ming Cambridge Public Lecture on Chinese Economy at the University of Cambridge. In July 2009, the Governor of Penang conferred on him the chivalry order of Darjah Setia Pangkuan Negeri (DSPN), which bestows on him the title Dato.
Wing Thye Woo was born in 1954 in Penang, Malaysia, where he was a member of the 2nd. Georgetown (S) Senior Scout Troop, out of Methodist Boys' School. Mr Huang Qifan, male, was born on 1952 in Zhejiang Province, Zhuji City. He was a student at Shanghai Mechanics College from 1974-1977 and joined the CPC in 1976. He has spent his career working in the local government of Shanghai and he served as vice-mayor of Chongqing from 2001-2009. Mr Wim Kuijken |
Mr. Kuijken was born in 1952 in Amsterdam, and studied Economics at the VU University in that city. He specialised in Spatial Economics and Transport Economics. In 1979 he started a long career in the Netherlands civil service. He worked at the Ministry of Economic Affairs and the Ministry of the Interior. He spent four years outside of the national civil service as City Manager of The Hague, before becoming Secretary General of the Ministry of the Interior and Kingdom Affairs in 1995. He was Secretary General of the Prime Minister’s office under two consecutive Prime Ministers until 2007, after which he became Secretary General of the Ministry of Transport, Public Works and Water Management. He was Chair of the Secretaries General Council from 2006 till 2009. He holds several other positions in fields related to water, education, and public service. The Cabinet Appointed Mr. Kuijken as the first Government Commissioner for the Delta Programme on February 1st of 2010.

Dr. Ursula Schaefer-Preuss is Vice-President of the Asian Development Bank (ADB) for Knowledge Management and Sustainable Development. She assumed office in November 2006.
Dr. Schaefer-Preuss is responsible for ADB's Regional and Sustainable Development Department, Economics and Research Department, and the Office of Cofinancing Operations.
Prior to joining ADB, she was the Director General of the Federal Ministry for Economic Cooperation and Development in Bonn/Berlin, Germany. She was responsible for policies and principles of German Development Cooperation. She was also engaged in bilateral cooperation with countries in Asia, Latin America, and Europe.
Previously, she was Chief of Cabinet of the Federal Minister for Economic Cooperation and Development from November 1998 to 2000.

She has economics and sociology degrees, major in development policy, from the same university.

Mr Lionel Yeo |
Lionel Yeo is the Dean & CEO of Singapore’s Civil Service College (CSC), whose mission is to develop people for a first class public service. He is also concurrently Deputy Secretary (Development) in the Public Service Division of the Prime Minister’s Office.
Lionel has been an officer of the Singapore Administrative Service since 1996. Prior to CSC, he served at the Ministry of Trade & Industry as a director in the Trade Division, where he formulated and implemented foreign economic policy and helmed a number of trade negotiations. Before that, Lionel was the director in charge of revenue policies at the Ministry of Finance. His earlier postings include the Ministry of Information and The Arts and the Ministry of Community Development. As part of his national service obligations, he was the second-in-command of an infantry battalion. Professor Richard Corlett |
Richard Corlett obtained an Honours degree in Natural Sciences from the University of Cambridge in 1974, followed by a PhD in plant ecology at the Australian National University, with fieldwork in the highlands of Papua New Guinea. He has subsequently held teaching posts at the University of Chiang Mai (1980-82), National University of Singapore (1982-87), and the University of Hong Kong (1988-2008). He rejoined The National University of Singapore in June, 2008, as Professor of Terrestrial Ecology. His major research interests include terrestrial ecology and biodiversity conservation in tropical East Asia, plant-animal interactions, urban ecology, invasive species, and the impacts of climate change. In addition to numerous scientific papers, he is the author or co-author of several books, including Tropical Rain Forests: an Ecological and Biogeographical Comparison, co-authored with Richard Primack and published in 2005 by Blackwell and The Ecology of Tropical East Asia, published in 2009 by Oxford University Press.

Mr Kamran M. Khan |
Mr Kamran M. Khan is the Program Director of the WB–Singapore Urban Hub and Head of the World Bank Office Singapore. He also leads the World Bank’s Infrastructure Finance Practice Group in East Asia, and is a member of the World Bank’s Global Expert Team on Public-Private-Partnerships and Infrastructure Finance.
Mr Khan’s experience includes investment banking, project finance, and management of infrastructure projects. He specializes in leading complex financial transactions as well as implementation of institutional development programs. Prior to joining the World Bank, Mr Khan spent over eight years in the private sector focusing on investment banking and advisory services with Goldman Sachs, JP Morgan Chase, and LEK Consulting. Mr Khan has also worked for over seven years at the U.S. Agency for International Development (USAID), where he managed infrastructure projects in South Asia, Eastern Europe, Central Asia and Latin America, and was the team leader of USAID’s global project finance/guarantee facility. Mr Khan’s experience includes transactions involving municipal bonds, asset securitization, project finance, privatization, mergers and acquisitions, buy-outs and private equity investments.

Former president of the UIA-International Union of Architects, three-time mayor of Curitiba, Brazil, he led the urban revolution that made the city renowned for urban planning in public transportation, environment, and social programs. He served as governor of Parana State twice and conducted an urban and rural economic and social transformation. His international awards include the highest United Nations Environmental Award (1990), Child and Peace Award from UNICEF (1996), The 2001 World Technology Award for Transportation, and the 2002 Sir Robert Mathew Prize for the Improvement of Quality of Human Settlements. Dr Liu Thai-Ker is an architect-planner. Since 1992, he has been Director of RSP Architects Planners & Engineers Pte Ltd., a consultant firm of over 1,000 people, with 10 overseas offices and projects in 18 countries.
Dr Liu is also the Founding Chairman of Centre for Liveable Cities since 2008.
He is also the Adjunct Professor of The Lee Kuan Yew School of Public Policy, and The School of Design & Environment under National University of Singapore, as well as College of Humanities, Arts & Social Sciences under Nanyang Technological University. He is a member of several governmental bodies in Singapore, and planning advisor to over 20 cities in China.
As architect-planner and Chief Executive Officer of the Housing & Development Board, 1969-1989, he oversaw the completion of over half a million dwelling units.
As Chief Executive Officer and Chief Planner of Urban Redevelopment Authority, 1989-1992, he spearheaded the major revision of the Singapore Concept Plan and key direction for heritage conservation.
In the cultural arena, he served as the Chairman of the National Arts Council from 1996 to June 2005 and Singapore Tyler Print Institute from 2000 to 2009. He has served as the chairperson of the External Review Panel, Arts Quality Framework appointed by the Ministry of Education and currently a founding member of the Board of Trustees, Arts & Culture Development Fund, Ministry of Information, Communications and the Arts.
Dr Liu obtained his Bachelor of Architecture with First Class Honours and University Medal from the University of N.S.W. in 1962 and Master in City Planning with Parson’s Memorial Medal from Yale University in 1965. He later attended INSEAD Advanced Management Program in Paris in 1980. In 1995, he was conferred Doctor of Science honoris causa by the University of New South Wales.
Among his awards are the Public Administration Medal (Gold) 1976, the Meritorious Service Medal 1985, Singapore Institute of Architects Gold Medal and the Medal of the City of Paris, France in 2001. Dr Dennis Wichelns is currently Principal Economist at the International Water Management Institute (IWMI) where he devotes attention to development projects in various Asia and Africa countries – regions where land and water resources are critical components of the livelihoods of many poor residents.
Wichelns received his undergraduate training in horticulture at the University of Maryland. He went on to earn his master’s degree in agricultural economics from the University of Maryland and subsequently attained a doctorate in the same field at the University of California, Davis.
Wichelns has taught and conducted research at several universities and colleges, including University of Rhode Island (1986-2002); Fresno State University where he was Professor in the Department of Agricultural Economics and Chief Economist for the California Water Institute (2002-2005); Hanover College as the Rivers Institute’s Executive Director; Indiana University Northwest as Director of the School of Public and Environmental Affairs and Political Science (2008-2009).

Since 2006, Mr Tsogtsaikhan Chultemsuren is the Senior Officer in the Ulaanbaatar City Governor’s Office’s Urban Development Policy Department. His work includes energy and heating supply development policy. He is also currently involved in various high-level committee groups, being a Member of Evaluation committee on Clean Development Mechanism, Member of Steering committee on Thermo-technical rehabilitation of pre-cast panel buildings in Ulaanbaatar, and Member of Committee on Heating supply facilities’ technical certification.
In 2008, he was involved in the KOICA and JICA joint training on Environmental protection technology and management for air pollution control. In 2007, he participated in a training program of overseas professionals on urban infrastructure planning and management. His previous work includes being a senior engineer for the thermal power station of Ulaanbaatar from 1994 – 2006. Tsogtsaikhan Chultemsuren attained an advanced degree in energy engineering in 2007, and in 1997 he graduated with a Master’s degree in energy engineering from the Technology University of Mongolia.

Dr Michael Quah Cheng-Guan |
Dr Michael Quah Cheng-Guan has a PhD (1980), MPhil and MSc, all in chemical engineering from Yale University and a BA (magna cum laude) in chemistry and physics, from Harvard.
He worked for the DuPont Company in the U.S. from 1979 to 1999 with stints in DuPont Japan and Singapore (1990-1993). At DuPont, Dr Quah held positions in R&D, product and business development, and management. His technical work revolved around membrane technologies for reverse osmosis, gas separations, and electrochemical processes, the last area stimulating his interest in alternative energy innovations. When Dr Quah worked for DuPont in North Carolina (1993-1999), he also served as Adjunct Professor in Chemical Engineering, at North Carolina State University. After early retirement from DuPont, he held management positions in several small commercial companies and in non-profit organizations, including a stint with the US Army.
Dr Quah has lectured extensively in the following areas: Nafion* and perfluorinated ionomers for use in electrochemical systems (electrolysis, redox flow cells, and fuel cells), membrane separations, micro-grids, and energy / environmental sustainability.

The Right Honourable Mr Lim Guan Eng |
Mr Lim Guan Eng was appointed as the fourth Chief Minister of Penang after he had won the Air Putih State Assembly Seat in the recent Malaysian General Elections in March 2008. Mr Lim was also elected as the Member of Parliament for Bagan in the same general elections.
Prior to joining politics, he was holding a senior executive position in the banking industry. He was elected as the Member of Parliament for Kota Melaka for three consecutive terms from 1986 until 1998. In 1990, Mr Lim was appointed as the Socialist Youth Chairman of Democratic Action Party (DAP) and elected to the same position in 1992. Mr Lim was then elected as the DAP’s Deputy Secretary-General in 1995 and subsequently elected as the Secretary General of the Party in 2004, and re-elected in 2008 , a position he holds until today.

He has been appointed as an Executive Advisor in the Advisory Committee to Governor of Bangkok in charge of the environment and civil engineering issues in the Bangkok Metropolitan Administration (BMA). He has also held the post of Water Irrigation and Flood Prevention Project Supervisor in Bangkok and boundary areas.
