Best Practices in Urban Development: Experiences from Southeast Asia

Southeast Asia is urbanising rapidly, with almost 250 million people (more than 40% of the region's total population) living in urban areas. By 2025, almost half of the region's total population will be urban. Never before in history have so many people lived in urban areas and have cities been so large. Urban areas thus need to be managed well, with positive developments promoted and negative ones mitigated. This is especially relevant in today's highly globalised economy. Urban development is influenced by a host of decisions and events from around the world, making urban management difficult.

The challenges arising from economic globalisation, decentralisation, privatisation and climate change mitigation and adaptation are largely uncharted territory for cities and towns in Southeast Asia. It is timely for Southeast Asian/ASEAN countries to share experiences on and review good practices in urban development. This would be a first step towards identifying the challenges and opportunities for more responsive policies on urban development in Southeast Asia.

In this one-day seminar, city practitioners from around the region will share best practices in building liveable and sustainable cities as well as dynamic urban governance and financing. This seminar is also held in conjunction with the launch of the book "Urbanisation in Southeast Asia: Issues and Impacts", jointly published by the Centre for Liveable Cities and the ASEAN Studies Centre, Institute of Southeast Asian Studies.

Five propositions for Sustainable Future Cities

Cities accommodate more people today than at any point in history. Cities are more interconnected than ever before. Cities concentrate some of the most intractable of contemporary social, political and economic dilemmas. And, as substantial consumers of energy and producers of greenhouse gases, cities are central to the project for global environmental sustainability. But successful cities are also, more than ever, the engines of national and transnational economies, sites of diversity and creativity, and centres of innovation and entrepreneurship. As such, cities are likely to be the places where the challenges of urbanisation and environmental sustainability will be most productively addressed.

This workshop will debate, discuss and dissect 'Five Propositions for Sustainable Future Cities'. Each of the five propositions is underpinned by cutting-edge research being conducted at the Future Cities Laboratory (FCL).

This event is a must-attend for you if you are interested in:

  • Sustainable Building Technologies, Alternative Building Materials, Digital Fabrication
  • Urban Design, Heritage, Polycentric and Informal Cities
  • Territorial Planning, Hinterlands, Landscape Ecology, Planetary Urbanization
  • Flows, Mobility and Transportation Planning
  • Urban Modeling, Innovations in Data Gathering, Stakeholder Participation.

Sword and Scabbard with Boar's Head (Scythian)

Gold Rush presents the rich history of Ukraine as told through a diverse display of historical treasures excavated from regions north of the Black Sea. On loan from the National Historical Museum of Ukraine and the Museum of Historical Treasures, this collection comprises 260 pieces of jewellery, weapons, coins, and household and religious artefacts. The significance of gold will be explored through the use of these items by nomadic groups like the ancient Scythians and the earliest settled Greek colonies, through to the golden age of Kievan Rus' and the decorative traditions of Ukraine – an illustrious history spanning the 8th century BCE to 19th century CE.

Accompanying the Ukrainian display is a showcase of gold from Southeast Asia and Singapore. Selected from the National Heritage Board collection, this set of 14th to 20th century jewellery illustrates gold as a symbol of wealth, status and power, and serves as an entry point to appreciating the development of goldsmithing and the flourishing of goldsmith shops in 20th century Singapore.

Emily of Emerald Hill : Drama and Identity in Singapore

Emily of Emerald Hill is a one-woman play that tells the tale of Emily Gan, from a young bride to a typically strong matriarch in the Peranakan enclave of Emerald Hill, in Singapore. The work has captured the imagination of theatregoers around the world, and given expression to Peranakan and Singaporean identity. It was written in 1982 by local playwright Stella Kon, drawing from her own Peranakan upbringing and family experiences. This exhibition will examine the creation and impact of this key work as well as its relevance in contemporary Singaporean culture.

The exhibition will begin with the genesis of Emily by looking at the personal and professional history of the playwright. The highlight of this section will be an installation of a stage-like gallery by Stella Kon, incorporating family objects and other works drawn from the collection of the Peranakan Museum. Emily of Emerald Hill has been performed by various actors and the exhibition will showcase these different interpretations through displays of original costumes, props, scripts, programmes, posters, photographs, and videos. The exhibition will also place this landmark play within the context of English and Peranakan theatre, or "Wayang Peranakan", in Singapore.

Panorama: Recent Art from Contemporary Asia

Contemporary art is often a dialogue with the social, economic and cultural issues of the present. The explosion of art produced in Asia since 2000 can thus be a window allowing us a view or vista into the epochal changes happening around us. Cultures melt into each other, while urbanisation has transformed once familiar landscapes beyond recognition. At the same time, local communities and localities have responded to these homogenising forces with re-assertions of local identity and distinctiveness. Debates and discussions are taking place in various localities across the globe, and at 'fiber-optic' speeds through the Internet which no longer allow us the possibility of living in isolated silos.

PANORAMA offers a wide lens to examine our world and chart some of the issues pervading contemporary art-making in Asia today - the negotiation over values, social and political change, escalating urbanisation and the subsequent pressures on nature. Drawn entirely from the contemporary art collection of the Singapore Art Museum, this first edition of PANORAMA features 24 artists from 8 Asian countries working in painting, sculpture, drawing, photography, video and installation.

Not Against Interpretation: Re-staging Jason Lim & Vincent Leow's A Flog of Birdies in the 21st Century

Not Against Interpretation is an experimental platform to nurture an appreciation for contemporary art. The projects created on this platform exploit the 'openness' of contemporary art, the fact that it can be interpreted in many ways, as an opportunity to engage with people from varied backgrounds.

The first artwork to be presented under this series is A Flog of Birdies by Singaporean artists Jason Lim and Vincent Leow. The work was an artistic collaboration between them as part of UTOPIA (United Together to Organise and Produce Interesting Art). UTOPIA was an artist-run space in Singapore in the early 1990s managed by the pair, together with a third artist, Yvonne Lee, as a platform to exhibit works by younger artists. A Flog of Birdies was first presented at the TheatreWorks Black Box in 1994, followed by 9th Indian Triennial of Contemporary Art in 1997 and at the Nokia Singapore Art Exhibition in 1999.

The Singapore Art Museum (SAM) invited our museum volunteers to give their interpretation of this iconic artwork. Make your way to SAM to see how these responses differ from those by SAM curators!
