About the Lee Kuan Yew World City Prize
The Lee Kuan Yew World City Prize was inaugurated in Jun 2009, with the objective of facilitating the exchange of ideas and best urban practices, for the benefit of cities around the world.

It is a biennial international award to recognise individuals and organizations that have made outstanding contributions to the creation of vibrant, liveable and sustainable urban communities around the world. It seeks to recognize individuals and organizations responsible for urban initiatives that display foresight, good governance or innovation in tackling the many urban challenges faced by cities. These urban initiatives can include (but are not limited to) urban planning projects, urban policies and programmes, urban management, as well as applied technology in urban solutions.

These urban initiatives should incorporate principles of sustainable development and demonstrate an ability to bring social, economic and environmental benefits in a holistic way to communities around the world. The Prize will also place an emphasis on practical and cost effective solutions and ideas that can be easily replicated across cities.

Synopsis of the Lecture
The Lee Kuan Yew World City Prize Lecture is a platform for the inaugural Prize Laureate, Bilbao City Hall, to share its experiences and success in the city’s transformation from an industrial city to a cultural and knowledge-based economy. The Lecture will focus on Bilbao’s challenges and innovations, the adoption of key strategies and projects to aid the city’s transformation over the past 25 years and highlight Bilbao’s future plans. The Lecture will be delivered by Mayor of Bilbao, Dr Iñaki Azkuna.

About The Speaker
Dr Iñaki Azkuna
Mayor of Bilbao
Dr Iñaki Azkuna graduated in 1966 with a Degree in Medicine and Surgery, and in 1971, a Doctorate cum laude from the University of Salamanca. He became a specialist in cardiology and radiology. He was a Professor of Physical Medicine and Radiology at the University of the Basque Country and an "Assistant Etranger' at Broussais Hospital, University of Paris. Since 1973, Azkuna worked as a physician and deputy section chief of the Cruces Hospital and was Head of Radiology Department in 1976. In 1981, he was appointed Director of the Cruces Hospital.

Azkuna was appointed Director of Hospitals of the Basque Government in 1982 and served as the Director General of the Basque Heath Service from 1983 to 1987. He held the position of Chief Secretary of the Presidency of the Basque Government from 1989 to 1991 and assumed the post of Minister of Health of the Basque Government from 1991 till 1999.

He was elected mayor of Bilbao in 1999, and was re-elected to office in 2003 and 2007.

Prof Kishore Mahbubani was awarded the President’s Scholarship in 1967. From Dalhousie University, Canada, he received a Masters degree in Philosophy in 1976 and an honorary doctorate in 1995. He has been conferred The Public Administration Medal (Gold) by the Singapore Government in 1998. The Foreign Policy Association Medal was awarded to him in New York in June 2004.

Prof Mahbubani was with the Singapore Foreign Service from 1971 to 2004 with postings in Cambodia, Malaysia, Washington DC and New York. He was Singapore’s Ambassador to the UN and was the President of the UN Security Council from 2001 - 2002. He was Permanent Secretary at the Foreign Ministry from 1993 to 1998.

He is the current Dean and Professor in the Practice of Public Policy at the Lee Kuan Yew School of Public Policy (LKYSPP) of the National University of Singapore. He is also a Faculty Associate for the LKYSPP’s Centre on Asia and Globalisation (CAG).

In the world of ideas, Prof Mahbubani has spoken and published globally. His articles have appeared in a wide range of journals and newspapers, including Foreign Affairs, Foreign Policy, the Washington Quarterly, Survival, American Interest, the National Interest, Time, Newsweek and New York Times. He has also been profiled in the Economist and in Time Magazine. He is the author of Can Asians Think?” (published in Singapore, Canada, US, Mexico, India, China and Malaysia) and of Beyond the Age of Innocence: Rebuilding Trust between America and the World” (published in New York). His new book entitled “The New Asian Hemisphere: the irresistible shift of global power to the East” was published in New York in February 2008.
