Synopsis of the Forum
Organised by the Lee Kuan Yew World City Prize Secretariat, the Lee Kuan Yew World City Prize Forum is a dedicated platform for the top four Finalists of the Prize (including the Prize Laureate) to share their diverse experiences as important learning points in urban development.

The aim of the Forum is to highlight the context and challenges faced by the four different finalists and the urban solutions they have sought, and to celebrate their achievements in the creation of liveable, vibrant, and sustainable urban communities with a high quality of life.

The forum will also serve as a platform for participants to meet, interact and exchange ideas with international participants and foreign dignitaries from various countries.

About Our Speakers
Mr Jaime Lerner
Former Mayor of Curitiba, Elected Governor of the State of Parnama, Brazil and Principal of Jaime Lerner Associated Architects

Jaime Lerner, renowned as an architect and planner, was former Mayor of Curitiba (1971-1975, 1979-1983, 1989-1992), and was elected governor of the state of Parana, Brazil in 1994 and re-elected in 1998. Lerner is a key leader in urban renewal and has contributed to excellence in urban regeneration and governance, providing innovative, low-budget solutions to improve the life of Curitiba’s citizens and communities.

Jaime Lerner introduced innovative urban design strategies which had a huge impact on the city. In particular, during his time as Mayor of Curitiba, he introduced Rede Integrada de Transporte, a Bus Rapid Transit (BRT) System which has been replicated in many cities worldwide. Several other projects include the creation of parks such as Iguacu Park, Sao Lourenco Park and Barigui Park. These parks not only created recreation areas and increased green areas of the city, they also performed a dual function of managing stormwater and drainage issues. Curitiba is now one of the cities with the highest square meter of green area per inhabitant.

Synopsis of Mr Jaime Lerner's Presentation

Mr Jaime Lerner will be speaking on the use of limited resources to achieve multi-dimensional outcomes and tangible benefits by employing project-based strategies (i.e. urban acupuncture). The projects that he will be introducing include the Integrated Transit Network (ITN, or commonly known as the Bus Rapid Transit system), the system of stormwater drainage through the creation of parks (as “flood” parking areas), and the establishment of over 270 rural villages to improve the livelihood of the lowest income groups during his term in office.

Shri Keshav Chandra
Special Secretary to Chief Minister of New Delhi, Ms Sheila Dikshit
Shri Keshav Chandra is an officer of the Indian Administrative Service Cadre since 1995. Born on 6th October 1969, he joined the Indian Administrative Service at the age of 26.

Shri Keshav Chandra has completed his Master’s degree in Economics and a two years’ programme in the National Academy of Administration, Mussoorie, India. He has done SIDA’s Advanced International Training Programmes on “Integrated Urban Planning-2206” in Kampala (Uganda), Stockholm and Ronneby. Shri Keshav Chandra has also participated in a two months “Public Policy Programme” in India and Korea organised by Maxwell School, Syracuse University (SA), IIM Bangalore and National Academy of Administration, Mussoorie.

Shri Keshav Chandra, is a Special Secretary to Chief Minister, Delhi, and has provided inputs on critical issues for the Bhagidari Programme.

Before joining the Chief Minister’s Office as Special Secretary to Chief Minister, Delhi, he has worked as Secretary, New Delhi Municipal Council, Commissioner, Excise and Entertainment Tax, Delhi, Deputy Commissioner (Revenue), District South-West, Delhi and Deputy Commissioner, Lower Subansiri (Arunachal Pradesh).

Synopsis of Shri Keshav Chandra's Presentation
Shri Keshav Chandra would be elaborating on Chief Minister of Delhi, Ms Sheila Dikshit’s successful implementation of several project-based initiatives to improve the quality of life in New Delhi. These include the increment of green cover in New Delhi, converting all public transport to the use of CNG fuel and successfully carrying out a power sector reform. In particular, he would be introducing the Bhagidari Citizen-Government Partnership (2300 citizen groups with over 5 million people to-date), a successful collaboration between citizens and the city administration for the improvement of civic services.

Lord Mayor Robert Doyle
Lord Mayor of Melbourne


Robert Doyle is the serving Lord Mayor of Melbourne. A Principal at The Nous Group, Lord Mayor Doyle has been Chairman of Melbourne Health (The Royal Melbourne Hospital) since 2007.

Lord Mayor Doyle is Chairman of the Royal Melbourne Hospital Foundation and a Trustee of the Shrine of Remembrance. He is an Ambassador for Odyssey House, a drug and alcohol abuse rehabilitation facility and an Ambassador for SecondBite, a not-for profit organisation committed to making a positive difference by sourcing fresh food that would otherwise go to waste and distributing it to the disadvantaged and homeless.

A Member of Victoria's Parliament for 14 years, Doyle was Leader of the Opposition and Leader of the Liberal Party for four years. Doyle has also been Shadow Minister for Health and, in government, Parliamentary Secretary for Health.

Lord Mayor Doyle has extensive experience of regulatory, legislative and legal frameworks, as well as all aspects of public policy. He is an ex-officio member of all the Melbourne City Council committees, but chairs the Council meetings and is a member of the Audit Committee.

Mrs Cheong Koon Hean
Chief Executive Officer of Urban Redevelopment Authority


Mrs Cheong-Chua Koon Hean was appointed the Chief Executive Officer of the Urban Redevelopment Authority (URA) in 2004 and is concurrently the Deputy Secretary (Special Duties) in the Ministry of National Development, Singapore. She was appointed the Chairman of the Architecture & Urban Design Jury Panel for the President’s Design Award in 2006 and member of the Nominating Committee of the Lee Kuan Yew World City Prize in 2009.

Mrs Cheong is currently a board member of the Urban Redevelopment Authority, Jurong Town Corporation, Jurong Port Pte Ltd as well as the National Heritage Board. She is also a Board Trustee of the international Urban Land Institute and a fellow member of the Singapore Institute of Architects. Mrs Cheong was conferred the Public Administration Medal (Gold) in 2005 and Public Administration Medal (Silver) in 1997 by the President of the Republic of Singapore.
